:

**JOB SUMMARY**

We are seeking Project Controllers for the Mission Partners Departments who can implement and improve project management services for their assigned programs\. A Project Controller is critical to the overall success of a program/project and is frequently relied upon to provide detailed analysis and recommendations to leadership\. On any given day, in collaboration with other Business Operations organizations, you may be called upon to:

+ Plan, monitor, control, and report on project cost/schedule/scope
+ Lead the acquisition of new work through proposal management
+ Represent the company externally with sponsors and vendors
+ Develop and maintain revenue and cash flow forecasts
+ Resolve policy or contracting issues affecting program success
+ Manage communication to program/project stakeholders

**PRIMARY DUTIES AND RESPONSIBILITIES:**

**Integration:**

+ Executes project management activities including project plan development, resource management, project monitoring and control, and integrated change control\.
+ Works with both project team and matrixed stakeholders, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated
+ Manages changes in project scope, schedule, and budget using the appropriate change control system\.
+ Ensures the change requests are complete and meet process requirements\.
+ Develops or leads development of project plans, Work Breakdown Structures \(WBS\), schedules, and milestones appropriate to the scale of the project\.

**Scope:**

+ Utilizes requirements analysis to ensure that all work is identified, defined, and appropriately managed\.

**Schedule:**

+ Partners with technical leads to develop and define project schedule including task definition, sequencing, duration, and resource loading\.
+ Understands the technical tasks sufficiently to identify schedule risks, time requirements, and task dependencies\.
+ Implements controls to ensure that the project is completed on schedule\.
+ Develop recovery plans to address schedule variance\.

**Cost:**

+ Develops project budgets in collaboration with technical teams\.
+ Oversees project spend, commitments, burn rates and forecasts\.
+ Manages processes for ensuring that the project is completed within budget constraints using cost estimation, budget determination, budget tracking, and cost control\.
+ Addresses budget concerns with management and customers\.
+ Develop corrective actions to address cost variance\.

**Quality:**

+ Ensures quality tasks are properly planned and executed\.
+ Maintains data integrity of program information such as proposal activity, active projects and closed projects\.

**Human Resources:**

+ Works with technical leads to execute the project’s HR plan including acquiring, developing, and managing project resources\.
+ May oversee and direct the work of project controls, general business, or finance professionals\.

**Communication:**

+ Point\-of\-contact for all internal and external reviews, assessments, and audits\.
+ Ensures timely generation, collection, dissemination, storage, and disposition of project information\.
+ Serves as the project interface with internal Sandia organizations as well as external customers and suppliers\.
+ Prepares timely and accurate reports which highlight key technical and programmatic issues and summarizes information for presentation to project stakeholders\.

**Risk:**

+ Ensures risks and opportunities are integrated with schedule and budget\.

**Procurement** :

+ Provides oversight for procurement activities to ensure that goods and services of the proper quality are obtained as required by the project\.

**KNOWLEDGE, SKILLS, AND ABILITIES:**

+ Experience in managing projects throughout all phases: Initiating, Planning, Executing, Controlling, Closing\.
+ Experience with standard project management practices including developing and managing project plan, integration, cost, quality, communication, scope, schedule, resources, risk, and procurement\.
+ Demonstrated experience in making risk informed decisions and communicating across project disciplines\.
+ Ability to lead without positional authority\.
+ Excellent verbal and written communication skills and an ability to tailor presentation to audience\.
+ Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high\-pressure and/or ambiguous environment\.
+ Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers\.
+ Knowledge of management practices, assurance processes, business operations, fiscal and scheduling systems, and acquisition standards\.
+ Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results\.
+ Proficiency in tools and applications commonly employed in project management activities such as Microsoft Excel, Project, and/or Primavera\.
+ Ability to apply both business and technical concepts\.

Required:

+ Requires Bachelor's degree in Business or relevant discipline and 5 years of demonstrated experience in Project Controls; or Master's degree in relevant discipline and 2 or more years of demonstrated experience in Project Controls; or equivalent combination of education and experience with leadership approval\.
+ Ability to obtain PMP or equivalent certification within 2 years of hire\.
+ Must be flexible to rotate to other assignments as programmatic priorities change\.

Desired:

+ Active DOE clearance
+ Current PMP certification
+ Defense industry experience
+ Experience working within the DOE National Labs complex or with FFRDCs
+ Knowledge of relevant product domain in Energy or Homeland Security

Department Description:

The Broader National Security \(8152\) and Energy, Biology, and Materials \(8153\) Mission Partners Departments are responsible for providing matrixed business and project management expertise to line organizations and/or programs within Division 8000\.

Both departments have openings for talented project management professionals with a passion for science and technology\. You will join a team that partners with scientists and engineers to deliver on important national security missions\. Multiple positions exist to support programs led by the DHS and Defense Systems Center \(8700\) and the Biological and Materials Science Center \(8600\)\. Programs could include work in Cyber Security, Weapons Remediation, and Chem/Bio National Security\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
