Job Description

:

We are seeking an R&D Manager to provide strategic technical intelligence assessments of foreign WMD capabilities to the USG’s executive branch, Congress, policy makers, and the military\. Our differentiating strength is to engage national laboratory\-class experimental and computational capabilities to provide assessments with the highest possible confidence levels\. We aspire to develop new technologies to enhance assessments, and to be early adopters of other new technology such as computational analytics\. We seek to share all the capabilities we develop with the USG’s broad assessments community to enhance the confidence of assessments community\-wide\. Historically, over half our funding goes to collaborations within Sandia\.

On any given day, you may be called on to:

+ Manage multiple teams that provide technical intelligence assessments\.
+ Collaborate with other managers in the group is essential to ensure we continue operating as a coordinated team\.
+ Collaborate with capability managers across Sandia, individuals at Los Alamos and Lawrence Livermore Laboratories, and with trusted partners at other government agencies to achieve mission deliverables\.
+ Develop and mentor others and to develop effective relationships with peers\.
+ Manage and coordinate specific mission deliverables, program and project plans, budgets, structures, schedules, and staffing requirements\.
+ Engage with capabilities managers across the Labs and customers to develop future work opportunities to enhance our assessment capabilities\.
+ Oversee and manage staff, including hiring, professional development, and assessment and performance management, consistent with the mission of the organization\.

This position requires moderate domestic travel\.

Required:

99. Bachelor's and Master's degree or Bachelor's and PhD in Computer Science, Electrical Engineering, Mechanical Engineering or a relevant science/engineering discipline\.
99. Must also eight or more years of relevant experience\.
99. Experience with Nuclear Weapons or experience working with the Intelligence Community, DoD, or other similar government agencies\.
99. Ability to obtain and maintain an SCI clearance, which may require a polygraph test\.
99. To be considered for this position, the individual must have an active Department of Energy \(DOE\) granted Q\-level security clearance or active clearance with another US government agency, e\.g\., DOD\.

99. Experience developing intelligence reports\.
99. Experience working with LANL and LLNL\.
99. Experience with SPP and SIPP processes and related NNSA requirements\.
99. R&D experience in modelling and simulation for nuclear weapons applications\.
99. Excellent communication skills \(verbal and written\)\.
99. Excellent interpersonal skills and customer service skills\.
99. Demonstrated ability to work with sensitive information and classified matter while applying appropriate Need to Know principles\.
99. Experience and success in recruiting, hiring, guiding, mentoring and leading technical staff\.
99. Knowledge of Sandia’s safety and security rules and guidelines\.

Department Description:

Systems & Technology Assessment \(5810\) is part of the Systems Assessment and Research Center \(SARC, 5800\), which conducts research, development, and engineering for the US Government\. The group is involved in the assessments of and development of technologies and sensors as part of the SARC at Sandia\.
