Job Summary

Applies technical expertise to evaluate capability of sites, facilities, and infrastructure to meet programmatic needs\. Understands and sets the design requirements of organizations for space, facilities, and utilities; the respective security, operational, safety, and environmental constraints; and forecasts and proposes the development, redevelopment, or elimination of capabilities dependent upon that understanding\.

Primary Job Duties

Applies knowledge and skills to provide design, analysis, and evaluation, as well as consultation and technical advice on projects\. Applies technical expertise to evaluate capability of existing sites, facilities, and infrastructure to meet programmatic needs\. Understands and sets the technical design requirements of organizations for space, facilities, and utilities; the respective security, operational, safety, and environmental constraints; and forecasts and proposes the development, redevelopment, or elimination of capabilities dependent upon that understanding\. Confers with management, engineers, architects, and financial personnel on overall program\. Oversees and serves as technical interface for architectural and engineering firms\. Provides engineering, architectural, and land use consultation\. Develops site master plans indicating capabilities, shortfalls, and necessary improvements\. Prepares studies, projections, and reports for customer facility and space needs, corporate capital investments, and site development\. Communicates study methodologies, analyses, and recommendations to customers and management\. Represents Sandia's interests in real estate matters ranging from acquisitions, leasing, subleasing, property management, tax issues, and disposition\. Acts as an intermediary between customers, the National Nuclear Security Administration \(NNSA\), and land and building use providers transacting with Sandia\. Assists in searching for new sites or new space to lease for operations\. Responsible for facilities portfolio and program management\.

Knowledge, Skills, and Abilities

Ability to develop solutions to practical problems by applying mathematics, scientific knowledge, and ingenuity while considering technical, safety, and cost constraints\. Knowledge and experience applying planning, engineering, and architectural principles and methods of multiple disciplines, including design, construction, and maintenance to disciplines such as procurement, planning, scheduling, and cost and budget control\. Knowledge of related security, work hazards, and safety programs\. Ability to understand and interpret architectural, mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics\. Knowledge of maintenance and sustainment processes required by U\.S\. Department of Energy and NNSA sites\. Knowledge of site planning and project development, administration, and execution\. Knowledge of Sandia National Laboratories' infrastructure and site planning policies, practices, and procedures\. Knowledge of government regulations and legal requirements affecting infrastructure and site planning\. Knowledge of real estate regulations, transaction types, and methods to find applicable assets\. Demonstrated analytical and problem solving skills\. Demonstrated ability to handle multiple tasks and changing priorities\. Effective interpersonal skills and ability to interact with senior management, engineering firms, and project leads\. Ability to obtain professional certification in related area including Professional Engineering \(PE\), Registered Architect \(RA\), Leadership in Energy and Environmental Design Accredited Professional \(LEED AP\), Certified Energy Manager \(CEM\), Project Management Professional \(PMP\), and American Institute of Certified Planners \(AICP\)\.

Required:

Requires bachelor's degree in mechanical, electrical, civil, structrual, or similar engineering/architectural/planning discipline; or equivalent combination of education and experience\.

The ability to lead and coordinate teams across disciplines\.

Demonstrated leadership and the ability to exercise initiative\.

Ability to manage and complete multiple priorities\.

Excellent oral and written communication skills\.

Ability to translate strategies into action plans and follow through to completion\.

Ability to interact effectively with cross functional teams and multiple levels of management\.

Department Description:

The Partnership and Planning Department supports the mission by establishing long range planning & investment strategies and implementation plans\. The team develops and maintains effective strategic customer partnerships and integrates Facilities & Infrastructure plans into the investment and planning strategies\. The team also provides space management, condition, and energy assessments of the facilities and site infrastructure\. The Facility Management Coordinators \(FMC\) provides liaison between line organizations and mission support functions\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
