Job Description


This posting is for multiple positions located throughout Center 9200 – Contractor Assurance\. Specific assignment location could be in the following departments:

+ 9211 – Assurance Process and Integration
+ 9212 – Assurance Solutions
+ 9221 – Performance Measures and Scorecards
+ 9232 – Requirements Management and Traceability

The departments in Center 9200 – Contractor Assurance are seeking motivated business process experts to lead the coordination and integration of the corporate initiatives surrounding contractor assurance\. The initiatives being pursued are part of Sandia’s DOE\-mandated Contractor Assurance Program\. In coordination with division mission & Program owners, the position may focus on the following;

+ the identification and flow down of requirements & the verification that requirements are being met,
+ the development, implementation, training, and sustainment of corporate assurance procedures and tools, and
+ assisting the laboratory and senior leadership with the development of measures and metrics that support the laboratory to make data driven decisions and provide the ability to report on the health of the laboratory at any given point in time\.

In addition, this position will support contractor assurance in the areas of stakeholder management, strategy, coordination with corporate governance activities and mission / division level program management activities\. This position will involve frequent interaction and close collaboration with division and program groups, assurance activities, as well as program managers of research activities\. This program will provide a key pillar of Sandia’s management excellence and our relationship with Federal oversight partners\.


+ Requires bachelor's degree in relevant discipline plus five or more years of experience; or master's degree in relevant discipline plus two or more years experience; or doctorate in relevant discipline; or equivalent combination of education and experience\.
+ Experience in preparing procedures, reports, and presentations and researching and obtaining information\.


+ Working knowledge of Sandia National Laboratories and the organization’s structure; National Nuclear Security Administration; U\.S\. Department of Energy\.
+ Demonstrated success in process development and strategy development\.
+ Experience in policy development and policy analysis\.
+ Experience in applying quality management systems and tools, including project management, risk management in supporting programs\.
+ Strong understanding of information technology and data management processes\.
+ Strong analytical and critical thinking skills with demonstrated ability to apply these skills to resolve complex business issues\.
+ Excellent interpersonal and communication skills, both written and verbal\.
+ Ability to organize, establish priorities, lead, and execute business and financial assignments to completion on multiple tasks, under strict deadlines and changing priorities\.
+ Ability to integrate with leadership and interact effectively with all levels of internal and external personnel to build effective working relations, reach consensus\.
+ Formal training or certification in risk management methodologies
+ Demonstrated ability to communicate effectively and influentially in oral presentations and written analyses to program stakeholders, senior executives and federal oversight officials\.

Department Description:

9211 Assurance Process and Integration: The Assurance Process and Integration Department is responsible for the assurance processes and tool stewardship for Sandia National Laboratories\. The department coordinates the development and integration of assurance processes and information into Sandia’s operations\.

9212 Assurance Solutions: The Assurance Solutions Department is the interface between Contractor Assurance and the Digital Transformation team\. The focus of the department is on the integration of IT systems and solutions that are used and embedded within Sandia’s corporate assurance processes\. The department is responsible for interfacing with all of Sandia’s assurance stakeholders to gather business requirements, coordinate system testing and releases, and govern IT assurance systems\.

9221 – Performance Measures and Scorecards: The Performance Measures and Scorecards Department is the centralized hub for all of Sandia’s corporate level measures, metrics, scorecards, and dashboards The focus of the department is to provide Sandia and its leadership with effective visualization and communication of both information and analytic results to support data\-driven decisions\. The department is responsible for partnering with all Sandia entities to advance their measures and metrics, as well as the development of institutional scorecard and dashboard frameworks\.

9232 – Requirements Management and Traceability: The mission of the Laboratory Requirements and Traceability department is to ensure Lab leadership and mission owners are cognizant of the full set of Sandia requirements, their state of implementation, and the responsible owners of those requirements\. The Requirements Management and Traceability Department maintains and manages the repository of corporate\-level requirements for all Sandia contract commitments\. This includes change management, requirements analysis, coordination with the CAS and support to the Executive Level oversight of lab\-level requirements\. Key activities of this team include:

+ Maintaining the current authoritative requirements set for the Laboratory Leadership in collaboration with program requirements owners, and internal corporate governance activities\.
+ Managing change control of the requirements set in coordination with established change control procedures and decision structures\.
+ Coordinate the periodic analysis and assessment of the health of the Requirements Repository in coordination with other program\-level and lab\-level assessment activities\.
+ Integrating the requirements management activity into the Laboratory Contractor Assurance System to support integrated risk / opportunity management by NTESS and the Sandia leadership\.

Security Clearance:

Position requires a Department of Energy \(DOE\)\-granted L\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. This Limited Term Employee \(LTE\) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years\.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance\.
