Job Summary:

The Project Controller is a project management professional who provides detailed analysis and reporting on project or program status within an established system of project controls\. The Project Controller: Assumes primary responsibility for analysis, developing, and reporting associated with various project controls job duties, such as project baseline, work package agreements, cost control, cost estimation, earned value management \(EVM\), projections, variance analysis, schedules, project/program/portfolio integration or technical project reviews\. Responsible for using knowledge and experience in project controls, supports the technical project management team in project management activities\. Serves as the centralized Point of Contact to internal and external business partners and sponsors to manage the integration of cross portfolio elements including but not limited to Finance, Procurement, Funds\-in, Legal, Export Control, Property Transfer, Risk Management, Project and Business Management and Sponsor teams\.

Primary Job Duties:

Specific functions of this position include:

+ Work with the project technical leads to execute project management activities including project plan development, project monitoring and control, and integrated change control
+ Manage funding processes for assigned projects
+ Use Earned Value Management techniques to track status of project and understand relationships between planned work, executed work, and actual costs
+ Analyze, prepare, validate, and maintain cost estimates, detailed baseline budgets, work package agreements, and monthly cost variance reports
+ Update status of project schedules as required, produce reports, track variances, and recommend corrective actions
+ Monitor and analyze funding status to ensure adequate funding levels are maintained and distribute funding received
+ Support preparation of financial reports for project reviews
+ Provide scheduling support for one or more projects
+ Research, assemble, and evaluate project data and recommend sound, practical solutions to project related issues

Knowledge, Skills, Abilities:

Technical or Business Degree\.

Knowledge of assurance processes, business operations, fiscal and scheduling systems, and acquisition standards\.

Ability to achieve PMP or equivalent certification within three years of hire\.

Knowledge of the relevant product domain\.

Ability to make decisions across project controls and business disciplines\.

Knowledge of business and/or technical acumen\.

Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results\.

Excellent verbal and written communication and presentation skills\.

Ability to effectively communicate across project controls and business disciplines

Ability to effectively communicate with science and engineering technical leads\.

Ability to interface with management at all levels\.

Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\.

Proficiency in tools and applications commonly employed in project management activities\.

Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers\.

Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high\-pressure environment\.


+ Requires Bachelor's degree in relevant discipline and up to 2 years of demonstrated experience in Project Controls; or Master's degree in relevant discipline; or equivalent combination of education and experience\. Must achieve PMP or equivalent certification within 5 years of hire\.

+ Demonstrated use of project management and/or scheduling tools
+ Demonstrated success working on large, complex projects with critical milestones
+ The ability to obtain an United States DOE Security Q clearance


Intermediate to expert skills in project management scheduling software \(Primavera/P6 and MS Project\)\.

Experience with Earned Value Management reporting and analysis\.

Ability to plan and manage multiple tasks and projects\.

Interest and ability to work as an integral part of the project team and technical team that includes a variety of engineering disciplines\.

Effective analytical and problem solving skills\.

Ability to work independently and on teams to organize, prioritize, and follow through to completion on multiple tasks, under strict deadlines and changing priorities\.

Ability to interact effectively with all levels of internal and external personnel, including the ability to build effective working relationships\.

Effective communication skills in both oral and written formats\.

Security Clearance:

Position requires a Department of Energy \(DOE\)\-granted Q\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. Applicants for employment must be able to obtain and maintain a DOE Q\-level security clearance, which requires U\.S\. citizenship\.
