Ballistic Missile Defense(BMD) Fleet Communications Exercise Planner (Job Number:430186)

Description:



The Training and Simulation Service Line, in support of the Navy and Marine Corps Customer Group, and the Commander, Pacific Fleet Inport Training Architecture (IA) program currently has a career opportunity for a Ballistic Missile Defense (BMD) Communications Exercise Planner to provide policy analysis and action officer support to Tactical Training Group Pacific (TTGP) as a fleet training subject matter expert (SME).

The individual in this position will provide Training subject matter expert (SME) support and serve as a training analyst and action officer to the TTGP Training Director (N7) and BMD Syndicate Head. Training SMEs provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in distributed Fleet Synthetic Training (FST) and real world events. They will maintain the integrity of the training objectives, and maintain a knowledge base that is consistent with the requirements that cover the full spectrum of the listed skills and tasks associated with the position. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors.

The ideal candidate for this position is an individual experienced in all aspects of Fleet Communications including voice and chat systems. The candidate must be able to effectively plan, test and execute Communications efforts during FST events, specifically monthly BMD Exercise (BMDEX). The ideal candidate is a self-starter who requires minimal direct oversight and works well independently.

Desired Skills/Experience:

- Former Numbered Fleet/Carrier Strike Group Communications Operator that served either on a CVN, Flagship or Maritime Operations Center (MOC) as an Assistant Communications Officer.
- Knowledgeable in planning fleet communications requirements for a scalable range of maritime/joint operations. Understands capabilities and limitations of all US Navy ships and Headquarters.
- Knowledge of SATCOM constellations, purposes, limitations and scheduling.
- Has participated in a Fleet Synthetic Training exercise as a COMMO or Senior IT.
- Knowledge of Joint Communication System(s) availability and scheduling procedures, specifically COCOM and MDA resources.
- Knowledge of the Navy Continuous Training Environment (NCTE) communications capability and how it simulates and interrelates with Live RF systems.
- Ability to speak clear and concise English utilizing various communication systems.

Tasks:

- Able to assist exercise design and development by producing required resource requests to approval authorities and monitor access authorizations.
- Liaise with participant communications Subject Matter Experts (SMEs) to ensure communication requirements replicate real world capabilities to maximum extent possible.
- Assist in development of required products: Satellite Access Requests (SAR), EHF Service Plan (ESP), TIP Port Plan (TPP), and Naval Multiband Terminal (NMT) Images, etc.
- Ensure local FCA frequency restrictions are followed during product development and coordinate recommended changes with local frequency managers'.
- Ensure SATCOM Voice and LINK Architecture are compatible and crypto resources are made available for both.
- Assist in drafting and edit of exercise related doctrine; Operational Task (OPTASK) messages (Communications, Information Management, LINK Supp, etc) to ensure the communications plan supports the exercise design.
- Research and participate in professional meetings to ensure Training Center Live Communication Systems will evolve with new procurements and technology.
- Support the TACTRAGRU Communications and Link team in conducting communications checks, monitoring performance, troubleshooting and realigning test and tactical communications.
- Experience preparing materials and briefs to Senior/Executive level audiences.
- Provide input to Senior Assessor on C4I system performance.

Education/Other:

- Bachelor's Degree and 4 years general experience as a US Navy Communications Officer or Associate's degree and 6 years of Information Technologist (IT) experience.
- A current SECRET security clearance is required.
- Position requires minimal overseas and CONUS travel and the physical ability to embark a ship inport.
