Subcontracts Analyst (Job Number:429981)

Description:

JOB DESCRIPTION:
In this position, the Subcontracts Analyst develops, negotiates and administers subcontract agreements typically of low to moderate dollar value, risk, creativity and complexity, consistent with client requirements and procurement policies/procedures. Creates solicitations, supports proposals, conducts price analysis, negotiates price and price related terms and other subcontract provisions. Works with other procurement and program staff to ensure compliance with required policies, procedures and performance. Typically issues and administers subcontracts of low to moderate value. Position requires day-to-day interface with procurement organizational staff, functional peer groups, suppliers and internal customers. May interact with senior management. The Subcontracts Analyst works under direction from Procurement Management and receives minimal instruction on routine work, and general instruction on progressively more complex assignments.

Qualifications:

EDUCATION/SKILLS:
Requires Bachelors degree from an accredited college or university, preferably in Business Administration or related field; and a minimum of 3 years of experience; experience in subcontract administration preferred. Experience should demonstrate basic understanding of Federal Subcontract administration. Some knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), prime contract flow-downs, and subcontract types preferred.

The position requires a sense of urgency, ability to manage multiple priorities in a fast paced environment, attention to detail, excellent written and oral communication skills, a positive can-do-attitude, and a team player. Proficiency is required in word processing, electronic spreadsheet, and analysis techniques. Proficiency in Costpoint/Deltek a plus.
