FC24 Strategic Facility Planner (Job Number:429986)


SAIC Description:
Provides strategic facilities planning for Naval Surface Warfare Center (NSWC) Crane Division Facility Management Branch, Code 1021. Position interacts with our government customers on a daily basis providing technical support and solutions to complex facility planning problems within a physical portfolio encompassing over 300 facility assets totaling over 3 million square feet.


- Tasks include but are not limited to:
- Strategic facility master planning
- Collecting and developing strategic infrastructure requirements.
- Translating facility requirements into project scopes, conceptual designs, and cost estimates. Developing strategic project concepts including military construction (MILCON) scale projects. Develop floor plans and site plans (Computer Aided Design).
- Cost estimating.
- Conduct special engineering studies.
- Project development and various other special studies could require a wide range of engineering and analytical skills.
- Other tasks include interacting with a multi-disciplined technical government customer base, development of planning and budgeting documents, and preparing computer generated presentations.
- Provide support in accordance with government customer's stipulated Statement of Work (SOW).
- Other duties may be assigned
- Support strategic and tactical facility conceptual design, construction, quality assurance, and project closeout.
- Provide strategic facility planning support to Code 1021 based upon research conducted with facility managers, department heads and division managers.
- Attend strategic planning sessions that will provide data for presentations/recommendations for ongoing strategic planning.
- Perform data collection and analysis for facility planning in accordance with OPNAVINST 11010.20G; NAVFACINST 11010.44E; and UFC 2-000-05N.
- This effort shall include performing data collection, supplementing, updating, verifying, validating, maintaining, and analyzing existing data required to support facility management and planning functions.
- Design office and/ or laboratory floor plans, layouts, and system furniture designs for a given facility project requirement.
- Provide CAD drawings for requested floor plans, layouts, and/or systems furniture design. Perform engineering evaluations of existing assets.
- Verify and/or update plant account data, property record cards, engineering evaluation worksheets, facility planning data as necessary and provide ad hoc reports generated from the database as required. Provide business facility requirements planning support services in various data management areas including data analysis/collection, reproduction, distribution, and report preparation.
- Provide technical analysis, coordination and assistance for preparation of technical project documentation.
- Research existing data sources to verify accuracy and status of data inputs, and return the documents for Government disposition.

Security Clearance - Must be Able to Obtain: Secret


- BS in Industrial or Civil Engineering or related technical degree and 3+ years of engineering experience required.

Required Skills:

- This support requires solid understanding of facility scope development, costing, and good communication skills, both written and verbal.
- Provide facility planning support for surge tasking, including data collection, analysis, and reporting for space allocation, real property, facility planning, Basic Facility Requirements (BFRs), Form 1391 development, military construction (MILCON) planning, and related tasking.
- Schedule flexibility, accuracy, and communication skills are required.
- Excellent computer and MS Office skills required.
