Job Description:

SAIC is seeking an Executive Secretariat Manager to manage the workflow of staff actions assigned to the Intelligence Community (IC) Chief Human Capital (HC) Office (CHCO); assign staff actions to the appropriate office, and tracks and reports on the status. Review completed staff actions forwarded for IC CHCO leadership's consideration; edits and formats staff action responses. Plans, organizes, and facilitates the monthly IC CHCO Council meetings. Serve as initial point of entry for IC CHCO related taskings. Review external taskings from Office of Legislative Affairs (OLA), Congress, Office of the Director of National Intelligence (ODNI), and other IC agencies. Assign taskings to appropriate IC action officer. Review action tracking packages and ensure documentation is properly formatted and in line with ODNI policy and quality control standards. Key Duties and Responsibilities: Provide executive secretariat support to include organization and execution of the monthly IC CHCO Council meetings, and serve as the conduit for numerous communications and packages. Review, modify, and push through communications up to the Assistant Director of National Intelligence for HC (ADNI/HC) for approval. Ensure internal and external actions are assigned, worked, and finalized for senior leadership review and approval. Provide external entities with a central point of entry for IC CHCO taskings. Support IC CHCO team in developing action tracking packages. Support the Chief of Staff with assignment of taskers to CHCO staff; developing email responses to external entities for assigned CHCO actions; providing quality control for CHCO taskers and documents. Schedule IC CHCO Council meetings; identify and research topics for each meeting. Facilitate assignment of points of contact for internal and external presentations; facilitate the setup of meetings (to include access to the meeting site and meeting room preparation), develop and vet the briefing before the IC CHCO Council meetings, prepare briefing slides, and ensure proper documentation and read-ahead materials for participants are distributed. Conduct follow up on outstanding issues and "taskers."

Job Duties:

- Provide advice and counsel to IC CHCO senior leaders
- Meet with the ADNI/HC, Deputy ADNI/HC, and Chief of Staff to coordinate daily and weekly activities and to ensure the office meets due dates for external taskers from ODNI components and to external organizations such as the Under Secretary of Defense for Intelligence, the Office of Personnel Management (OPM), the Office of Management and Budget (OMB), Congress, and Departmental Secretaries
- Executive Secretariat to the IC CHCO Council, conduct initial planning sessions with the ADNI/HC (Council Chair) to ensure topics are identified and assigned to the appropriate office for action Coordinate the IC CHCO monthly meetings and other IC-wide senior leadership forums to include preparing meeting agenda, preparing conference room, ensuring VIP parking and Visitor requests are submitted, vetting leadership talking points, and orchestrating the conduct of the meeting Format and edit policy documents, executive orders, directives, charters, memorandums, and other work products that come through CHCO
- Provide Front Office day-to-day tasking assistance in a high visibility, fast-paced environment
- Prepare, coordinate, and staff an average of 500- work packages yearly
- Prepare staff packages, coordinate the dissemination of packages, and close actions
- Direct and assist in the hands- on tracking of correspondence; prepare and track correspondence coming into and out of the ADNI/HC Front Office
- Use SharePoint to track and identify official incoming and outgoing correspondence and interface with office chiefs directly to notify them of updates and deadlines
- Capture the IC CHCO input for Weekly Activity Report (WAR) for submission to the DNI

Required Qualifications:

- Bachelor's Degree (B.S. or B.A.)
- 5-years' experience in SOW section
- 3-years' IC experience
- The ability to independently work proactively, independently, and reprioritize actions
- Ability to summarize paragraphs of text into succinct leadership impact statements Additional

Required Qualifications:

- Significant demonstrated knowledge of the IC structure and IC member organizations' roles and capabilities
- Have in-depth and demonstrated knowledge of DNI statutory authorities and policy development processes relating to HC and workforce issues
- Have in-depth and demonstrated knowledge of Executive Orders, Presidential Decision Directives (PDDs), National Security Presidential Directives (NSPDs), National Security Council (NSC) directives, and other interagency directives covering IC HC activities; and their implications for the IC Have in-depth and demonstrated knowledge of HC statutory authorities of IC components and other relevant agencies of the Executive Branch
- Have in-depth knowledge of the National Intelligence Strategy (NIS) and the Enterprise Objective addressing workforce issues
- Demonstrate CHCO mission knowledge, and its interrelationships to the IC CHCO Council and subcommittees
- Interface with internal and external offices for IC and HC coupled-initiative task coordination Formulate HC policies by applying IC and ODNI background and history to frame decisions and coordinate IC and ODNI approval
- Meet daily with the Chief, Deputy and Chief of Staff to coordinate and ensure timely Under Secretary of Defense for Intelligence (USDI), OPM, OMB, Congress, and Departmental Secretaries, and other external taskers completion
- Provide confident and competent counsel to senior leaders in the HC Office
- Assist the IC CHCO Council Chair conduct monthly meetings and other IC-wide senior leadership forums by conducting planning, designing the agenda, and making assignments to the appropriate offices for action
- Prepare and track Front Office correspondence

Desired Qualifications:

- Experience working for the ODNI
- In-depth knowledge of IC organizations, relationships, and practices
- 10-years' experience in policy deliberations, development, and inter-agency coordination with IC elements and major non-IC entities such as the Executive Office of the President, Department of State, Department of Justice (DOJ), and Department of Defense (DOD)
- Familiar with the HC and Human Resources policy and procedures to determine, identify, and evaluate developments affecting the future IC HC environment
- Have in-depth and demonstrated knowledge of DNI statutory authorities and policy development processes relating to HC and workforce issues
- Detail oriented and exceptional regard for quality
- Thorough, conscientious, and meticulous attention to meeting hardcopy and electronic records National Achieves and Records Administration (NARA) standards requirements
- Demonstrated ability to generate cross-tabulated reports, charts, and plots of distributions and trends, descriptive statistics, and complex statistical analyses
- Significant demonstrated experience successfully leading senior-level interagency teams achieving decisive results; including the ability to develop near- and long- term strategies, set goals, establish metrics, measure progress, and oversee budgets
- Have knowledge of the National Intelligence Program (NIP), and its component organizations, and knowledge of the NIP Performance Management system
- Demonstrated proficiency in technical editing of IC products
- Demonstrated experience with reports and formats used in financial reporting to OMB and Congressional authorization, appropriation, and oversight bodies
- Proficiency in MicroSoft (MS) Office, Lotus Notes, and Adobe Professional software
- Develop, analyze, and reengineer business processes and Standard Operating Procedures (SOP) Familiar with SharePoint and demonstrated ability to maintain SharePoint sites
