Information Technology Infrastructure Design and Implementation Lead Engineer (Job Number:429446)


This is a Restore-L ground system development leadership position requiring experience with ground system definition, development and integration and understanding of the full life- cycle development of a ground system for a NASA mission.


- Under direction from the Restore-L Ground System Manager and senior IT personnel, performs as an Information Technology Infrastructure Design and Implementation Lead supporting the Satellite Servicing Projects Division (SSPD) Restore-L project.
- Design, build, and support IT infrastructure for new observatory and backup control and I&T support system environments, to include the planning and integration of IT infrastructure that follows NASA requirements, industry standards, and best practices.
- Maintains the operational environments once they have been established.
- Works in tandem with project System Administrators to implement directorate requirements for security control and validation.
- Performs system hardware research, development, design, and implementation.
- Makes recommendations for procurements of hardware and applications relative to the requirements of the project.
- Ensures that all hardware and software is compliant with agency requirements and cleared for purchasing.
- Provide support in development, maintenance, and follow through of schedules.
- Be able to maintain tight deadlines on implementation of required support environments.
- Generate and present materials at divisional and project-level reviews.
- Knowledge of various networking technologies, hardware, and software.
- The ability to plan and coordinate implementations across multiple locations and/or interconnections with other network environments.
- Design and development of innovative solutions that are reliable, scalable and configurable. Assist with the development of new concepts, methodologies, technologies, automated workflow solutions, products, and tools to meet customer needs.
- Build solid working relationships across the agency through interactions with a diverse team. Support organization IT Security initiatives, as required, and ensure all systems are compliance with directorate standards.



- Collaborate with IT professionals, customers and technical staff in the resolution of software and hardware issues and respond to suggestions to complete modifications or enhancements on-time and within budget.
- Relevant experience and familiarization with system architecture and organizational structures.
- Strong ability to collaborate and interact with SSPD/Restore-L team members.
- Strong knowledge of Federal information security guidance.
- Knowledge of and work consistent with industry best practices in accordance with government regulations.
- Proficiency with operating systems across various platforms and versions (RHEL and Ubuntu Linux, OS X/macOS, and Windows) and familiarization with interoperability methodologies.
- Knowledge of continuous integration (CI) services, software configuration management (CM), and bug/issue tracking systems preferred.
- Knowledge of software version control systems and services preferred.
- Ability to assess complex problems and propose practical solutions.
- Possess high organizational capabilities and excellent verbal and written communication skills. Possess the ability to work independently and as part of a team.
- Experience with enterprise virtualization technologies (VMware, Hyper-V). Experience with system and application-level containerization technologies highly desired.
- Must possess strong leadership qualities, tact, and sound business judgment.
- Must be a U.S. Citizen. Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC.
- Extensive background investigation will be performed as a requirement of the job.

Education and Experience:

- College degree in relevant field (Computer Science, Information Technology, Information Systems, Network Technology) and 8 years of professional experience required; 10 years of experience considered in lieu of a college degree.
