Acquisition Cyber Security Analyst, Principal (Job Number:429398)

JOB DESCRIPTION:

Position Overview:

- Acquisition Cyber Security Representative 2 (ACSR2s) manages activities associated with the establishing and managing of classified information systems.
- Manages the preparing and reviewing of Assessment & Authorization (A&A) events IAW with the respective policies for all classifications of networks; to include the development and review of DoD IT System A&A approval packages.
- Develop, review, endorse, and recommend action by the Authorizing Official (AO), Delegated Authorizing Official (DAO), or Designated Approval Authority (DAA).
- Information Assurance (IA) encompasses, but is not limited to, the entire spectrum of A&A, Network Defense, and Enterprise establishment, management, oversight and Continuous Monitoring.
- The Customer systems to be protected include systems that process and store information from controlled unclassified (CUI) up to Top Secret, including SAP and SCI caveats/compartments.
- The ACSR1 shall perform the IA tasks necessary to ensure that the existing Customer IA program meets National, DoD, and Air Force IA standards, and continues to protect and defend Customer information and Information Systems (IS) by ensuring the confidentiality integrity, availability, authentication, and non-repudiation of the systems.
- Some travel is required for this position.

The duties of an ACSR2 include, but are not limited to:

1. Develop and review A&A documentation.
2. Conduct quality control of system authorization packages for completeness of applicable artifacts.
3. Apply a thorough understanding of information systems security standards and requirements as contained within various DoD and national security manuals to include Executive Order 13526, NISPOM, ICD series, Joint Special Access Program (SAP) Implementation Guide (JSIG), NIST SP 800 Publications, DoD 5205.7 SAP Manuals, AFI 16-701 and other applicable security policies.
4. Have a thorough understanding of DoDD 5000.1, The Defense Acquisition Systems, DDoDI 5000.02, Operation of the Defense Acquisition System, Defense System Guidebook, (relevant security tabs), and CJCSI 3170.011 Joint Capabilities Integration and Development System (JCIDS)
5. Without assistance, conduct security control assessments for the evaluation of security controls to determine the extent which the controls are implemented correctly, operating as intended, and producing the desired outcome with respect to meeting the security requirements for DoD IT.
6. Provide an assessment of the severity of weaknesses or deficiencies discovered in the information system and its environment of operation and recommend corrective actions to address identified vulnerabilities.
7. Without assistance, analyzes and makes recommendations in support of Configuration Control Board activities.
8. Monitor activities of Customer accredited networks/systems and Customer accredited performer networks/systems.
9. Manages the reviewing and recommends changes or amplification of policy, procedures, and strategy development.
10. Evaluates information technology (IT) vulnerabilities to assess whether additional safeguards are prudent and ensure certification is accomplished for each information system.
11. Maintains a repository for all system authorization documentation and modifications.
12. Supports cyber security inspections, tests, and reviews.
13. Develops incident response plans and recommends membership roles for incident response team. Schedules and participates in regular incident response plan exercises and analysis of results.
14. Leads the developing of corrective measures when an incident or vulnerability has been discovered.
15. Assesses changes in a system, its environment, or operational needs that could affect the authorization.

Qualifications:
CLEARANCE REQUIREMENT:

- Candidate must currently possess and be able to maintain a TS/SSBI clearance

REQUIRED EDUCATION AND EXPERIENCE:

- Bachelor's Degree in Computer Science or Information Systems with 9 years of relevant experience and a IAM Level II or IAT Level III certification.

REQUIRED SKILLS (Knowledge, Skills, Abilities):

- Strong knowledge of Special Access Programs, SCI, and Collateral security requirements
- Strong knowledge of Executive Order 13526, NISPOM, ICD series, Joint Special Access Program (SAP) Implementation Guide (JSIG), NIST SP 800 Publications, DoD 5205.7 SAP Manuals, AFI 16-701 and other applicable security policies.

- Previous DoD experience strongly desired
- Excellent oral and written communication skills, excellent interpersonal skills, and computer literacy
- Excellent problem solving abilities, and ability to pick up and adapt to new concepts and technologies quickly.
- Excellent verbal/written skills and presentation skills
- Ability to multitask
