Flight Operations Team (FOT) Lead Engineer (Job Number:429452)


Responsibilities The Restore-L FOT is responsible for operating and maintaining the health and safety of the RSV spacecraft and is responsible for conducting RSV Bus and payload operations from the Restore-L MOC and Robot Control Center, in conjunction with L7 ops from their MOC in B25.

The FOT Lead:

- Define operation concept and roles for the mission operators in the MOC and Robot operators in the RCC, by mission phase; Lead the L7 MOC to Restore MOC ICD development
- Lead the FOT staff in development of operations products including but not limited to:
- Flight operations nominal and contingency procedures
- Command script procedures
- Operational displays
- Flight Operations Plan o Training and Certification Plan
- Lead the FOT staff in development and testing of the ground system (focused on mission operations planning and preparation) and support the development and flight qualification of the spacecraft flight hardware through observatory-level Integration and Test (I&T).
- Provide planning and execution Support for Flight System I&T and RGE Development, Verification and Validation Programs
- Transition Payload, Bus and Ground System Developers to FOT for Mission Execution Augment FOT with Operations Specialists - Command Controllers, TT&C Schedulers, Ops Engineers
- Develop and execute the RGE simulation and rehearsal plan Conduct Sim WG to identify the number and types of sims needed for RGE V&V Planning
- Train and certify flight operators
- Post-launch, lead the operations to maintain the health and safety of the spacecraft housekeeping systems (e.g., Attitude Control, Propulsion, Command and Data Handling (C&DH), Radio Frequency (RF) communications, Thermal, and Power systems)
- Provide on-console support for life of mission including mission planning and scheduling, health and safety monitoring, performance analysis/trending, and anomaly investigation SR SE Location: Greenbelt, MD Hours/week: 40 Level


Education: Bachelors and nine (9) years or more of related experience; This is a senior ground system engineer position capable of providing system engineering support for the requirement development, interface definition, design, integration and test, verification and validation, and operation of the Restore Ground Element.
The candidate shall have a strong technical base in the following areas:

- Requirements definition and management for a mission ground element and all supporting systems
- Requirement development in the following areas
- Space to Ground communications, with particular emphasis on Space Network and Near Earth Network interfaces and capabilities
- Mission Control Functions, including
- Observatory Video, Telemetry & Command processing
- Ground System Processing and data distribution
- Mission Planning
- IT Infrastructure and Security
- Guidance, Navigation and Control and Flight Dynamics
- Requirement Rationale development
- Familiarity with DOORS requirements management system a plus
- Interface definition for an mission ground element
- Ground system architecture development
- Interface identification between internal and external entities
- Integration and Test
- Support presentations for NASA reviews
- Develop overall V&V Plan
- Support development of the verification attributes
- Verification Events
- Verification Methods
- Verification Descriptions to define how a requirement gets tested
- Traces of requirements to the verification event
- Support development of a Validation approach
- Participate in verification and validation activities
- Maintenance of Requirements Verification Matrix and verification artifacts
- Develop verification reports
- Documentation development
- Experience in development and modification of Concept of Operations
- Support development of Interface Control Documents (ICD)
- Support identification and management of Risks, Off-ramps, TPMs
- Support various NASA-level reviews, experience with NASA Review process a plus o Requirement Reviews
- Design reviews

- Trade Studies
- Familiarity with or enthusiasm about rendezvous, imagery/video, and robotics desired At a minimum, the personnel shall have the following skills:
- Knowledge of system engineering and integration tools
- Experience in ground system development, integration, installation and test
- Experience in requirement development, verification and validation
- Task management
- Direct, relevant experience and familiarization with NASA system architecture and organizational structures
- Strong ability to lead and proactively interact with distributed Restore-L team members
