SAIC has an immediate opening for top talent to join our team supporting NRO's communications and collaboration Industry Partner Access (IPA) capability. This role is for a full- time Project Management SME/SETA position in the Northern Virginia area. Qualified candidates must have a current TS/SCI level clearance with Polygraph. Job Description: Provide project management SETA support to assist an Intelligence Community (IC) customer by providing technical expertise, continuity of effort, and value added judgement to advise senior customer leadership on a full spectrum of acquisition and integration activities associated with the delivery of Industry Partner Access capabilities. Coordinate plans and schedules among various stakeholders and users.
Daily Activities include:
- Support planning, coordination, and execution of Industry Partner Access projects/operations Consult with customer, mission partners, and industry partners to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
- Build plans and schedules that facilitate the delivery of secure, reliable, high-speed general purpose SCI communications and services to industry partners
- Generate acquisition strategy, implementation plans, and technical requirements
- Generate technical reports on topics of high interest to customer programs
- Identify technical and programmatic risks
- Conduct routine open source research on trends and new products/services
- Assess mission needs to ensure project is within reasonable cost and schedule to completion Contribute to the development of new concepts, techniques, and approaches to address complex IT challenges

CLEARANCE REQUIREMENT:
- Clearance Level Must Possess: TS/SCI with Polygraph
- Clearance Level Must be able to Obtain: TS/SCI with Polygraph
Mandatory Qualifications:
- Bachelor's Degree from an accredited college or university with nine (9) years of experience, or a Master's Degree with seven (7) years of experience or a PhD and four (4) years of experience in Engineering, Computer Science, Cybersecurity, or related discipline
- Possess knowledge of industry accepted standards and best practices related to Project Management
- Previous experience in an Intelligence Community Information Technology Environment functioning as Program/Project Manager
- Proven information technology expertise and communications skills to be able to interface with all levels of management
- Demonstrated ability to conduct analysis and evaluations- making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations
- Experienced in resource and requirements analysis, planning, coordination and scheduling Strong customer service and organizational skills
- Excellent technical writing and oral communication skills
- Ability to apply technical expertise in proper context for management review
- Strong attention to detail and organizational skills
- Skilled/comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges
- Ability to establish trust-relationships as well as build and lead highly functioning, multi-faceted and "joint" teams
- Active TS SCI clearance with Counterintelligence Polygraph
Desired Qualifications:
- Recent experience with the NRO Communications Systems Directorate and knowledge of their acquisition practices
- Project Management Professional (PMP) Certification
- Understanding of commercial IT Service Delivery model
