Combat Air Force Operations Support Specialist (Job Number:428403)

JOB DESCRIPTION:

SAIC has an opportunity for a Operations Support Specialist supporting Headquarters Air Combat Command (HQ ACC) A5/8Z with Advanced Programs Support. The successful applicant will support the integration of advanced program concepts and technology as well as coordinate and integrates resource priorities across the Special Access Program (SAP) portfolio to shape Combat Air Forces (CAF) programming strategy to ensure warfighter future requirements are met. Key duties/responsibilities include, but are not limited to:

- Serve as the focal point supporting financial management, logistics, infrastructure support, and security planning for SAPs in A5/8Z
- Provide budget development, financial execution analysis, and process quality and efficiency analysis for all MAJCOM and unit organizations within the purview of A5/8Z
- Provide assistance to MAJCOM and units in the areas of budget formulation, analysis of financial execution actions (e.g. obligations and expenditures), and identifying and resolving disconnects between reported financial performance and approved work plans
- Regularly interface with MAJCOMs and other Government organizations when performing duties associated with A5/8Z
- Manage the Government Purchase Card Program for all ACC units to include initiation, problem resolution, training and performance analysis, and direct training of unit financial POCs
- Duties include adjustment of funding to cover shortfalls and unanticipated expenses, provide counsel on propriety of funding for specific needs, and analyzing year-end closing options to ensure proper and full use of funds
- Coordinate quarterly MAJCOM spend plan
- Develop and maintain financial planning and performance analysis and prepare/present financial information presentation as required
- Plan, coordinate, and attend A5/8Z functions and conferences - approximately four (4) per year
- Represent A5/8Z at CAF financial meetings
- Advise, assist, and coordinate with MAJCOM leads on budget requirements for SAP infrastructure
- Review MAJCOM unfunded requirements submittals and provide recommendations to Resource Manager
- Provide consultation to MAJCOMs for the procurement of equipment and services
- Provide program management, bed down planning, site activation, requirements definition, technical and analytical support to the multi-program Air Combat Command's Advanced Programs
- Coordinate facilities, security, and budget requirements with Major Commands and base level organizations; program tradeoff analysis; program roadmap creation
- Prepare high level briefings and staff packages in response to SAF/AQ taskers or what-if requirements

Qualifications:
TYPICAL EDUCATION AND EXPERIENCE:

- Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience.

CLEARANCE REQUIREMENT:

- Clearance Level Must Currently Possess: TS/Sensitive Compartmented Information (SCI)
- Clearance Level To Obtain: TS/SCI with Poly

REQUIRED EDUCATION AND EXPERIENCE:

- Must possess a Bachelor's degree in business, accounting or related field with six years of experience in USAF financial management disciplines
- Ten (10) years' experience in financial management disciplines may be substituted for a Bachelor's degree
- Four (4) years of experience in DoD acquisition disciplines including site activation and logistics planning, requirements analysis, POM development, scheduling, and civil engineering
- Four (4) years of SAP experience required
