Mainframe Operations Manager (Job Number:426849)


SAIC has an opportunity available for a Mainframe Operations Manager to join our team supporting the Department of Homeland Security Customs and Border Protection (DHS CBP) Office of Information and Technology's Enterprise Data Management and Engineering Division's Data Center Support Services contract (OIT EDMED DCSS). This an opportunity for you to join the team on a long-term (10 year) contract implementing leading edge technology to provide CBP with information, services, and technology solutions to secure the border, prevent the entry of terrorists or terrorist weapons, and to ensure the efficient flow of lawful people across U.S. borders. This position is contingent upon contract award and located in the DC Metro area.

The Mainframe Operations Manager is responsible for managing day-to-day operations and ensuring highly responsive performance of the customer's mainframe infrastructure which supports critical high-transaction applications on two (2) IBM z-series mainframes. This platform supports key core services for CBP OIT's mission critical systems including passenger and cargo processing. The z/OS production systems are fully replicated at CBP's continuity site with automated failover. CBP OIT mission critical data repositories reside in Datacom, DB2, and Oracle databases and utilize Customer Information Control System (CICS) and WebSphere Message Queue (MQ) transactions.

Specific responsibilities of this position require providing leadership and management to ensure your team delivers efficient and cost-effective provision of mainframe services responsive to CBP requirements, including:

Engineer, install, maintain and customize IBM z-series or later processors running the z/OS operating system in a Parallel Systems Complex (Sysplex) environment to support 24x7x365 availability. Expert knowledge is required for core z/OS functions, mainframe network products, and related subsystems.

Provide configuration, implementation and maintenance support for z/OS-related ISV products and apply latest maintenance concurrent with the z/OS bi-monthly maintenance cycle. Provision of support is required for, but not limited to, the following products: CA-Top Secret, CA-OPS/MVS, CA- MIM, CA-1, CA-7, CA-11, CA-Dispatch, CA-Sysview, CA-ROSCOE, CA-Auditor, Content Manager, ASG-TMON, JES2, Syncsort, FDR products, Hitachi Business Continuity Manager, TREX, VPS, Phoenix, Dimensions, VTAM, TCPIP, Netview, Pagent, TPX, Zen Exigence, Implex and FTPAlert, TN3270, and VPS Anyqueue.

Create and maintain an up-to-date mainframe knowledge base to include Mainframe Standard Operating Procedures (SOPs), infrastructure logical and physical diagrams, system configuration baselines, implementation plans, back-out plans, system recovery plans, maintenance plans, system upgrades, off hours callout and escalation procedures, and a record of all system changes.

Provide technical support for the upgrade, installation, configuration, implementation, and maintenance of the CICS transaction processing systems.

Provide 24x7x365 integration support for all mainframe components (including networking) and CBP OIT supported applications interfaces, including but not limited to MQ / DataPower support products (commercial-off-the-shelf and proprietary), networking technology, and storage management.

Respond to incidents according to the Government approved Incident Response Plan developed in partnership with the Enterprise Operations Center (EOC).


- Bachelor degree (experience considered in lieu of degree)

- Minimum 9 years' relevant experience

- Must have at least three years' experience leading operations in an IBM z-series mainframe environment.

- Must have five or more recent years of demonstrated advanced, hands-on, experience with IBM z-series mainframes and associated software.


- Experience supporting DHS Customs and Border Protection or a similar Federal agency in an IBM mainframe environment

- Current DHS security clearance of Secret

- Hand-on familiarity with most of the following products: CA-Top Secret, CA-OPS/MVS, CA-MIM, CA- 1, CA-7, CA-11, CA-Dispatch, CA-Sysview, CA- ROSCOE, CA-Auditor, Content Manager, ASG-TMON, JES2, Syncsort, FDR products, Hitachi Business Continuity Manager, TREX, VPS, Phoenix, Dimensions, VTAM, TCPIP, Netview, Pagent, TPX, Zen Exigence, Implex and FTPAlert, TN3270, and VPS Anyqueue


- Must possess a current Secret clearance
