Acquisition and Program Management Support SETA (Job Number:425794)


Title : IT Acquisition and Program Management Support SETA Description:
SAIC is seeking an experienced IT Acquisition Professional/Program Manager/ SETA to assist an Intelligence Community (IC) customer. The successful applicant must provide technical expertise, continuity of effort and value-added judgment to advise senior customer leadership on full spectrum of acquisition lifecycle and program sustainment activities impacting IT Infrastructure Service Provisioning/Framework.


- Provide overall lifecycle acquisition and program management support to the customer Program Manager(s), Contracts Officer's Technical Representative(s), and Contracts Officer(s)
- Serve as primary interface and advisor addressing program advocacy, strategy and implementation management for Enterprise Engineering Service Provisioning
- Provide technical and services management writing and best practice(s) coordination
- Support acquisition planning, pre- solicitation, source selection, and post-award administration activities for a technical IT services procurement
- Draft, update, research, clarify, and facilitate development of Performance Work Statements and Statements of Work
- Review, validate and manage acquisition plans, service level agreements, level of effort agreements, and business case analysis
- Monitor progress of projects and programs
- Afford resource and requirements analysis, planning, coordination and scheduling
- Identify technical and programmatic risks



- Clearance Level Must Possess: TS/SCI with Poly
- Clearance Level Must be able to Obtain: TS/Sensitive Compartmented Information (SCI) with Poly


- Active TS/SCI security clearance with polygraph
- Bachelor's degree with 9-14+ years of experience or equivalent relevant experience - Experience working in the Intelligence Community
- Direct experience managing acquisitions, including active participation in all phases of technical, acquisition and programmatic advisory activities
- Experience working with Service acquisitions, systems, processes, or requirements Demonstrated ability to manage multiple tasks and deliverables simultaneously
- Knowledge of and experience with Federal Procurement and Appropriations law, regulations, policies and methodologies
- Ability to work independently and with a team
- Knowledge of the NRO missions and organizations
- Knowledge of and experience with Federal Procurement and Appropriations law, regulations, policies and methodologies - Technical understanding of enterprise security service capabilities Excellent writing, organization, verbal communication, and presentation skills
- Experienced user in Microsoft Office applications (PowerPoint, Word, Excel, etc.)
- Ability to proactively perform as organized and dedicated change agent, core to ensuring quality assurance while assisting with the culture shift per customer's vision/needs
- Skilled at working in high-tempo environment, able to adjust to dynamic political, technical and/or fiscal challenges


- Experience with the NRO Communications Systems Directorate and knowledge their acquisition practices
- Experience supporting large and multiple acquisitions programs/source selection activities/practices ITIL Certification
- Commitment to recognize, understand, respect and operate effectively within various SETA, FFRDC, and Government lines of authority
