Performs a variety of clerical and technical duties in support of the Community Risk Reduction Division by staffing the permit/intake counter for the Fire Prevention Division.  Under supervision resolves permit or project related issues; provides information and direction to the public on a limited scope of building/fire issues relating to the plan check process and requirements; receives, reviews routes and processes plan submittal applications; performs basic, limited scope over the counter plan reviews; coordinates with the Building Department and other government agencies on the issuance of permits; uses special database for plan intake, tracking and financial transactions; performs other duties as required; this position does not include field inspection work. 

Employees should have some knowledge of the policies and procedures of the District or Building Department practices or California Building and Fire Codes.  Staff will work under immediate supervision while learning various regulations, codes permit and processing requirements until they are sufficiently familiar with the processes to work independently.

 Must be at least eighteen (18) years of age.
Education and Experience
Education must be obtained through a post secondary institution currently accredited by any accreditation body recognized by either the Counsel for Higher Education Accreditation (CHEA) or the United States Department of Education.

1. Possess a high school diploma or equivalent GED certificate.
2. Minimum of twelve (12) units of college credit in a related field such as fire technology, construction, plan review, drafting/architecture or other related fields. 


Completion of three (3) industry related certification courses or equivalent trainings.
3. Possess or be able to obtain a Permit Technician Certificate (or equivalent) from the International Code Council within twelve (12) months of hire as a condition of employment.


Knowledge of:

1. Correct usage of English for effective written and oral communication involving varying levels of complexity.

2. Procedures and techniques of permit/plan check processing and basic processes for plan review.

3. Building and Fire Codes and ordinances enforced throughout the County.

4. Processes for compiling and analyzing data, as well as laws and regulations.

5. Customer Service practices and principles, including conflict resolution.

6. Common computer applications such as Microsoft Word, Excel and Outlook.

7. Basic Mathematic principles.

Ability to:

1. Establish and maintain harmonious and effective working relationships with a wide variety of people that include senior management, employees, outside agencies, and the general public.

2. Understand, interpret and enforce fire and life safety laws, codes, regulations and ordinances.

3. Interpret and explain policies, procedures and regulations accurately and tactfully to the public.

4. Prioritize works and coordinate several activities simultaneously despite interruptions.

5. Effectively communicate, orally and writing, with the public and District personnel.

6. Prepare clear, accurate and complete reports.
