Job Description

Now Hiring Professional, motivated, customer service oriented individuals to join our team. Currently hiring for Shelter Manager (FT) and Animal Care and Adoption Technician (PT) positions.

The Shelter Manager position oversees and manages all aspects of the animal shelter, including the animal population, staff (3 Shelter Animal Technicians) and volunteers, office, customer service, crematorium, facility and all outside relationships. The Shelter Manager will maintain a safe, healthy environment for animals, staff and the public and create a team environment dedicated to the success of RCHS Animal Shelter.

Key Duties and Responsibilities

Due to a small staff, the Shelter Manager may need to step in and perform any of the duties performed by other staff that s/he oversees. The Shelter Manager will implement, perform, and/or oversee staff to accomplish the following:

Animal Care

  • Clean and disinfect all animal enclosures and common spaces daily
  • Feed and administer medications daily
  • Order food, general supplies, vaccines, medications, and veterinary supplies
  • Utilize sound judgment when identifying signs of animal illnesses and injuries; take appropriate action by segregating sick animals and scheduling immediate vet care when necessary
  • Maintain sheltering best practices by following proper animal intake protocol, including vaccinating, deworming, microchipping, FIV/FeLV testing and heartworm testing when necessary
  • Maintain pharmaceuticals in secure location
  • Manage Shelter Veterinarian program with twice weekly visits and surgical days
  • Assist Shelter Vet with examinations and treatments
  • Schedule shelter owned animals for s/n
  • Schedule outside veterinary care as needed
  • Manage Dog Trainer program to improve adoptability of dogs for use on as-needed basis
  • Manage animal temperament evaluations as part of staff/volunteer team
  • Provide mental and physical stimulation for health of animals
  • Determine, on an as-needed basis, as part of staff/volunteer team, when animal is unadoptable and euthanasia is required
  • Stay current on national trends in animal sheltering
  • Assist with transfers

Staff and Volunteers

The Shelter Manager reports to Executive Director.

  • Hire and train staff
  • Schedule and delegate work tasks
  • Mediate disputes, conflicts and grievances
  • Evaluate staff and volunteer performance
  • Provide a positive example regarding work ethic, attitude, professional ethics, knowledge of policies/procedures, interpersonal interactions and mutual respect
  • Implement and train staff and volunteers in safe animal-handling skills
  • Encourage involvement and use of volunteers
  • Help staff manage PTO to ensure adequate time to maintain good physical and mental health

Governmental and Public Access

  • Admit intakes of at-large animals, surrenders, Safe Haven Program animals, and bite holds
  • Release held animals back to their owners
  • Organize and oversee annual licensing of community cats and dogs
  • Put public safety first when evaluating and matching appropriate animals with appropriate adopters when adopting shelter-owned animals to new homes
  • Monitor to ensure contracts with Municipalities are being followed correctly
  • Monitor to ensure PACFA rules are being followed correctly
  • Maintain working relationship with community law enforcement agencies
  • Develop (assisted by the Executive Director), update and direct disaster evacuation plans for shelter and coordinate with Community Emergency Management Team


  • Maintain Building and Equipment
    • Work with landlord (City of Steamboat) on building improvements or modifications
    • Ensure all utilities are operating as needed
    • Ensure food, feeding and laundry areas are maintained in a neat and orderly fashion
    • Ensure security system is working properly
    • Maintain condition and cleanliness of vehicle and interior kennels
    • Contract and coordinate snow removal
    • Determine landscaping needs and maintain fencing and gates
    • Contract waste disposal
  • Ensure a healthy, safe shelter environment for animals and people
  • Comply with all PACFA regulations
  • Comply with and update Standard Operating Procedures
  • Monitor and track supplies


  • Manage all monies and accounts receivable for adoptions, boarding, fees, cremations and all other sales
  • Collect spay/neuter deposits for puppies who are adopted out prior to surgery
  • Record Keeping and Reporting
    • Maintain cat and dog license data and share with local law enforcement agencies
    • Payroll timekeeping
    • Manage reports for governmental agencies: City, County, State


  • Pick up and accept deceased pets and return cremains
  • Process cremations in a timely manner
  • Maintain crematorium equipment
  • Track staff time used for the crematorium
  • Oversee billings for cremations from Veterinarians
  • Serve as representing member of Rainbow Bridge Fund Crematorium committee


  • Foster program
    • Help administer foster program
    • Confirm qualified foster applicants
    • Match foster animals with appropriate foster families
    • Track animals in foster care and maintain communications with fosters
  • Transfer program
    • Pre-qualify and coordinate incoming transfer of animals from other organizations
    • Coordinate transfers of shelter-owned animals to other organizations
  • Community Outreach and Education
    • Assist with fundraisers and public relations
    • Assist with school education programs

Contractors and Vendors

  • Assist with negotiations and maintain all contracts and agreements related to shelter
  • Schedule Veterinarians and Trainers


  • Supervisory or leadership experience in an animal shelter environment preferred
  • Able to supervise and create strong team relationships with staff and volunteers
  • Strong interpersonal skills for management of staff, volunteers, vendors/contractors and interface with the public
  • Veterinary Technician training or experience
  • Demonstrated ability to work with and handle stressed, injured and possibly aggressive animals safely and humanely
  • Knowledgeable in: animal behavior; health and well-being that includes nutritional needs; resources of where to seek information; knowledge of common animal diseases, treatments and vaccinations
  • Extensive staff management experience
  • Valid driver’s license and clean driving record
  • Able to work weekends and holidays as necessary
  • Able to motivate others
  • Self-starter, facilitator, organizer and innovator
  • Able to plan and implement with little supervision and able to work independently
  • Able to multi-task, prioritize, deal with a certain level of expected chaos and be able to meet deadlines
  • Very high level of written and verbal communications skills
  • High level of familiarity with computers – including shelter management software (PetPoint), Word, Excel, Publisher, PowerPoint, databases and websites
  • Bachelor degree preferred or describe experience that is equivalent
  • Ability to reach with hands and arms, stand, walk, sit, stoop, kneel, or crouch and lift and/or move up to 50 pounds
  • Able to keep a cool head during fast-paced days and delegate available staff and resources to accomplish goals
