Job Description

Chief Operating Officer (COO) directs, administers, and coordinates the activities of Colorado's second largest transit authority. Seven years of senior level management experience, including four years of supervisory experience. Public transit experience strongly preferred. 

Bachelor’s in Public/Business Administration or related; MA preferred. Wage commensurate with knowledge, skills and experience. 

Essential Duties

1.) Assumes responsibility for Authority’s initiatives and special projects as assigned by the CEO. Such responsibility will include, but may not be limited to: 

a) general supervision and project management to ensure the timely, organized, and efficient flow of information, 

b) the successful performance of daily operations, and 

c) the oversight of initiatives and projects that have or may have financial implications for the Authority. 

2. Supervises RFTA departments as assigned by the CEO. Such supervision will involve the management of department personnel and will include, but may not be limited to: 

a) recruiting and hiring employees, 

b) terminating employees, 

c) evaluating employee performance, 

d) making salary recommendations, 

e) delegating tasks and authority to others, 

f) problem-solving, 

g) providing performance feedback, along with coaching and counseling employees, 

h) insuring that employees receive needed training,

i) managing the career development of selected department employees, and 

j) succession planning. 

3. Assists the CEO and CFAO as needed with the timely submission of grants and research for the purpose of identifying additional grant(s) possibilities reasonably applicable to RFTA’s current operations and its future growth and development. 

4. Evaluates the organizational structure and operating procedures of each department and, as needed, makes recommendations for changes and improvements to the CEO. 5. Monitors the operations of the RFTA organization as a whole and makes recommendations to the CEO for quality enhancements and process improvement. Works cooperatively and collaboratively with the CEO, CFAO, and other members of the RFTA Management Team, and with employees at all levels of the organization to provide quality customer service. 

Develops, revises, and implements procedures and practices that promote improved communications and the timely and effective flow of information within the RFTA organization 

Working with the CEO, CFAO, and RFTA’s Directors, ensures that all organization / agency activities and operations are implemented in compliance with local, state, and federal regulations and laws governing business operations. 

Represents the CEO to resolve problems, manage conflict, and ensure the effective day-today operation of the RFTA organization. 

Represents the CEO and RFTA in general in communicating with and handling matters related to the public. 

Assists the CEO in long range organizational strategic planning and operations. 

Working with RFTA’s CFAO and Directors develops methods, strategies, and/or actions to implement departmental and organizational goals and objectives. 

Attends and participates in Board of Directors Meetings and Staff Meetings as scheduled and assists with preparation of monthly Board Meeting agenda packets. 

Conducts one’s self in an appropriately professional manner while serving as a representative of RFTA in a diverse work environments and situations both within and outside of the RFTA organization. 

Represents the CEO at Board Meetings occasionally, as required or as directed by the CEO
