Job Description



The role sits with in the Control & Quality Management team. It will partner closely with the Business & Regulatory Analysis & Production Monitoring teams, which collectively form the 3 divisions of Regulatory Operations.


The role is responsible for analyzing and implementing controls for regulations and rules according to technical specifications; implementing a standardized control and quality management framework and ensuring timely, accurate and completeness of regulatory reporting.  The role works closely with several areas of the firm to support the above functions, including various businesses, Compliance, Legal, Finance and Technology.


A successful applicant will be able to demonstrate US securities regulatory reporting expertise (order, transaction & position) and proven technical analysis skills.   



  • Partner in the implementation of controls for regulatory order, transaction and position reporting across U.S. Capital Markets and Wealth Management Operations (e.g., OATS, Bluesheets, LOPR, TRACE, MSRB, etc.).
  • Execute the regulatory target operating model strategy across the U.S., including, but not limited to, the following:
    • Control & Quality Management:  Implement consistent and extensible control and quality management framework to ensure timeliness, completeness and accuracy of reporting;
    • Technology:  Partner with technology to develop and implement future state regulatory reporting infrastructure / architecture
    • Management Reporting:  Implement management reporting framework to measure and report performance; and
  • Identify and implement regulatory reporting automation opportunities.
  • Identify, analyze, track and resolve regulatory reporting issues.
  • Onboard regulatory requirements to control framework
  • Create regulatory use cases, test cases & business scenarios
  • Oversee defect management and remediation efforts, reviewing findings and communicating needs to various stakeholder groups
  • Monitor and resolve key risks and issues in report generation through control framework updates
  • Assess extensibility of control framework and oversee training of key personnel


  • Tech Strategy: Test Scenario Development, Test Strategy Development, Test Cases & Script Development
  • Remediation : Test Validation/Issue Identification, Issue Analysis & Remediation
  • Control Analyst: Quality Testing as Needed, Control Implementation, Build & Maintain Attributes Inventory


Managerial Excellence

  • Train and motivate junior team members on how to be successful
  • Leverage the value in unit, department, and enterprise wide teams to develop better solutions and achieve a cross enterprise mindset.


  • Mandatory: Minimum Bachelor's degree or equivalent
  • Mandatory: Minimum 5 years experience in a project / B.A change management role
  • Preferred: Experience with Six Sigma and LEAN methodologies
  • Experience across major asset classes, included equities, fixed income and derivatives.
  • Expertise in: order, transaction and position reporting; some or all of the following:
    • OATS, Bluesheets, TRACE, MSRB Submission, INSITE, , Rule 605 and 606, ACT, LOPR, Large Trader Report, etc.
  • Experience in the Operations Risk & Control domain (i.e. KPI, KRI, Risk Quotient, etc.)
  • Results / execution-focused orientation
  • Strong analytical, logical and problem-solving skills
  • Comfortable managing a portfolio of projects with competing priorities
  • Ability to lead and influence
  • Excellent communication skills
  • Demonstrated success in the execution of Operations-related projects

  • Preferred: Excellent data manipulation and end user computing tool development skills (i.e. including competence in some subset of: SQL queries, MS Office macros & scripting, MS Visual Studio, similar desktop tools)
  • Preferred: Prior knowledge and experience with Broadridge (i.e. formerly ADP) family of products (eg. BPS, Impact, GPS, AOM, Gloss & PostEdge)
  • Strong understanding and experience with operations regulatory reporting frameworks
  • Preferred: Experience overseeing the creation of rule summaries, use cases, test cases etc. is a plus
  • Test Strategy Experience:  Testing model and approach definition, Test planning & execution, including coordination with IT and relevant stakeholders, Cross-product relevant regulatory reporting and business process / system flow familiarity, Test script compilation
  • Remediation Experience: Issue Analysis & Remediation, Cross-product test execution, control and reporting, Development of technical specifications, Familiarity working with Ops / IT stakeholders for issue remediation
  • Control Experience: Cross-product system and quality test execution, control and reporting, Familiarity working with Ops / IT stakeholders to communicate control requirements and support process / technology changes alongside change resources
  • Test and control automation experience: Regulation interpretation and permissible value
