The Mechanical Integration Procurement Team is looking for an experienced Senior Subcontract Specialist to lead in the sourcing and acquisition of materials and services, manage supplier performance and manage the entire subcontract purchase order life cycle for DoD, FMS, and DCS customers.

Senior Subcontract Management professionals are responsible for the programmatic needs associated with the sourcing and execution of major subcontracts. This position is part of the Mechanical Integration Team. Candidate will be responsible for managing subcontracts and the relationship with several suppliers supporting various programs.

Senior Subcontract Managers are the enterprise focal point for the integration of technology roadmaps and supplier strategies in support of specific program objectives. In this capacity, they are responsible for identifying potential sources, evaluating supplier capabilities, executing subcontracts, and managing post-award administration to achieve program objectives. Senior Subcontract Managers lead formal negotiations for subcontracts with significant contractual, financial and technical complexity. In this capacity they are responsible for executing subcontracts that comply with Raytheon purchasing processes and systems, as well as FAR/DFAR regulations.

The Senior Subcontract Manager is accountable for supplier performance. They are responsible for managing their Supplier's critical path in support of key program milestones. The Senior Subcontract Manager coordinates with the Program Integrated Product Team and Engineering to oversee supplier risk, performance and improvement.

Responsibilities include:

  • Creates, executes and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using source selection techniques.
  • Performs cost and price analysis, develops negotiation strategies, and leads negotiations.
  • Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
  • Participates in gate reviews and proposal efforts.
  • Leads the Supplier product team and facilitates relationships between program office/functional organizations and suppliers. Utilizes project management skills and techniques when managing suppliers.
  • Develops program supplier risk and opportunity management plans.
  • Initiates and participates in supplier assessments and development activities.
  • Participates / leads supplier assessments and supplier development activity teams. Responsible for strategic supplier relationship management at Business and/or Enterprise level as necessary.
  • Negotiates modifications to Raytheon's standard terms and conditions of sale as required
Required Skills:

  • A minimum of 4 years prior relevant experience
  • Excellent communication skills
  • Proficiency with Microsoft Office including Word, Excel, Powerpoint or similar tools
  • SAP or Similar ERP system experience
  • Strong analytical skills, business and financial
  • Strong negotiation skills with track record of successful outcomes
  • Ability to influence team decisions based on risks and opportunities from supply chain perspective

Required Education and Experience

  • Bachelor's degree in Supply Chain, Engineering, Accounting or related field
  • Four years of prior relevant experience
  • Knowledge of FAR/ DFAR regulations

Desired Skills Education and Experience:

  • Master's degree in business
  • Experience leading or participating in development contracts with suppliers
  • Adaptability between strategic and tactical tasks and assignments
  • Previous department of defense (DoD) acquisition experience
