Job Description:
This position is for a Deputy Integrated Product Team Lead (IPTL) / Control Account Manager (CAM) for Electro-Optical/Infrared (EO/IR) Programs within the Space Systems (SS) Mission area of Raytheon’s Space and Airborne Systems (SAS) business. The successful candidate will be a member of the National Space Systems Department. The Deputy IPTL will directly work with the IPTL to manage a team of 75+ people. This is a multi-disciplinary group of engineers as well as interface with operations, contracts, finance, and program management. Experience should include team management, including team leadership, staffing, staff management, team development, Cost estimate proposals, Earned Value Management, etc.

The deputy IPTL develops and administers budgets, schedules, and performance standards. The deputy IPTL achieves milestones on-time and within allotted budget while managing his/her staff and keeping them accountable. He/she identifies issues and risks early, proactively resolves issues that impede program progress, obtains assistance when needed and thus allowing core staff to concentrate on their Work Products at hand. He/she will be responsible for completing financial Estimate at Complete (EAC), program Gate reviews, monthly Program Management Reviews, and facilitate independent Peer reviews of all Work Products.

The deputy IPTL shall act independently, guided only by very broad company policies and objectives. The deputy IPTL shall be able to apply advanced principles, theories, concepts, and techniques to provide solutions to a variety of technical problems requiring coordination of technologies across program requirements. The deputy IPTL shall lead briefings and technical meetings for internal and external stakeholders / customers.

Required Skills:
• 10+ years of systems engineering experience
• Demonstrated engineering leadership experience including cost, schedule, and technical responsibility
• Experience with the Integration, Verification, and Validation (IV&V) phase of a program
• Experience in preparing management level briefings and summary explanations to the customer and company leadership
• Experience interfacing with external customers/sponsors
• Active SSBI / SCI or Top Secret clearance
• U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
• U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
• Experience with space systems
• Technical experience in development design, fabrication, integration & test) of high reliability EO/IR products
• Strong leadership and people skills
• Experience as an IPTL or deputy IPTL
• Experience leading large teams
• Earned Value / Control Account Manager Certified
• Experience with EVMS and usage as a management tool
• Experience developing and maintaining complex integrated master schedules
• Experience interfacing with operations, contracts, finance, and program management
• Experience effectively leading teams of technical experts to resolve challenging technical problems
• Experience with leading a team during the post-Critical Design Review (post-CDR) phase of a program
• Experience with system level performance modeling and analysis, system level test planning and execution, environmental test, requirements verification, CONOPS, software, electrical and/or mechanical special test equipment/ground support equipment, and design interfaces
• Experience with Configuration Control Board, Engineering Review Board, Failure Review Board, Risk and Opportunity Review Boards
• Experience in leading design reviews (e.g. System Requirements Review, Preliminary Design Review, Critical Design Review, Test Readiness Review) and establishing technical baseline
• Experience with developing technical baselines, cost volumes, and Basis of Estimates (BOEs) in response to Request for Proposals
• Experience with the technical review and approval of proposals and Gates to ensure technical and execution feasibility
• Strong interpersonal communication and technical writing skills to enable effective personal interaction and collaboration with a multi-discipline team
• Interest in developing and mentoring personnel
• Foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges
• Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
• Ability to identify engineering resource gaps and updating staffing plans


Required Education:
• Bachelor’s degree in Science, Technology, Engineering, or Math (STEM), or Master’s degree in relevant field with 10+ years of engineering experience
