Job Description

Industrial Security Manager II for a Special Access Program (SAP). Must possess an active Top Secret clearance. This multi-faceted security position will be responsible for all aspects of Security as a Contractor Program Security Officer (CPSO). Provide oversight, management, and implementation of contractual security requirements for engineering development labs and multifunction test facilities utilizing the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, the ICD-705, and Joint SAP Implementation Guide (JSIG).

Ability to understand and proactively partner with key leadership personnel at all levels, in full support of business objectives, while ensuring compliance with US Government and Raytheon Company directives and policies. Expected to manage the Security Office ensuring compliance for all security requirements for a highly complex SAP and provide technical expertise concerning all security disciplines. Maintain and develop facilities, both large and small, in accordance with ICD-705 standards. Will prepare and disseminate security procedures/guidance to all contractors/subcontractors. Will investigate security incidents, prepare reports specifying the potential for loss or compromise, and work with customer to execute any corrective or disciplinary actions required. Will manage project milestones from a security aspect to support the overall program. Will be required to conduct self-inspections and provide corrective action plans to the customer. Will interpret security policy on matters pertaining to processing, dissemination, and control of classified materials, acting as liaison between sponsor and contractors. Will draft, review and release official outgoing correspondence for the project ensuring compliance with security classification guides.

Responsible for risk management and maintaining compliance with health & safety guidelines for the company and the program. Requires excellent verbal and written communication skills in order to prepare and deliver briefings/training to contractors and customer personnel. Must apply experience in supporting security concepts, principles and practices, to analyze and resolve security issues. Collaborate and assist the ISSO/ISSM on implementation of JSIG requirements. Requires a background in COMSEC to be able to adequately manage local and remote operations.
Required Skills:
  • Ability to obtain and maintain access as required by the Program
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • U.S. Citizenship Status is Required as this position needs an Active Top Secret U.S. Security Clearance as of Day One of Employment.
  • Minimum of 8 years of experience with Special Access Programs
  • Full understanding of DoD SAP manuals
  • Expertise in Program Security with in-depth understanding of Personnel Security, Physical/Technical Security, Document Control and Information Assurance Security
  • Excellent written and verbal communication skills
  • Initiative to identify requirements, analyze problems and provide detailed solutions
  • Ability to manage a diverse team and lead by example
  • Excellent computer skills with ability to draft/implement Standard Operating Procedures (SOPs)
  • Ability to multi-task in a fast paced environment and work under pressure
  • COMSEC experience
  • Flexible work hours and availability for some travel
Desired Skills:
  • Experience with physical construction of Special Access Program Facilities (SAPFs); ICD-705 knowledge
  • Experience with access control and alarm Intrusion Detection and Surveillance systems; UL-2050 knowledge
  • Previous US Government Customer interactions a plus
  • Experience with Cyber Security and JSIG requirements; writing System Security Plans (SSPs)
  • Experience with DD-254s
  • Able to develop and conduct briefings and training to all levels of the workforce
  • Familiarity with the repair and maintenance of electronic and mechanical combination locks

  • Bachelor’s Degree

  • Cyber Security Professional Certifications
