Job Description

The Program Management Excellence (PMX) team is involved in all aspects of the IIS business including the capture, execution and program closeout striving for flawless execution, growth and customer satisfaction as evidenced by Award Fees and Contractor Performance Assessment Reports (CPARS).

The PMX Program Performance Director will review systemic and individual program performance as well as recommend strategies to grow existing programs. He/she will be responsible for defining and deploying program leadership processes, tools, training, metrics and initiatives that lead to program execution excellence.

The PMX Program Performance Director will lead Program Independent Assessment teams – including earned value management system and independent cost assessment efforts – to identify issues and make recommendations to improve program performance. A critical aspect of the role is that ability to lead Execution Readiness Assessments focused on increasing the understanding of program execution risk prior to award. The PMX Program Performance Director will assist programs in developing executable plans and resource loaded program management baseline schedules in conformity with government regulations and corporate best practices. He/she will lead gate preparation activities and gate review team analysis as well as support product lines and program management teams in developing strategies aimed at spurring program growth. The PMX Program Performance Director will be responsible for supporting product line and program office teams in the effective management of risk and opportunities to achieve target performance, both financial and technical.

This position will support the CSI Mission Area. The PMX Program Performance Director must have the ability to build strong relationships with the CSI leadership team and Program Managers.

Required Skills:

  • 14 years of program management experience overseeing activities on multiple programs
  • Focus on program execution and program growth
  • Ability to quickly identify root cause of issues and recommend corrective action
  • Management presence and the ability to succinctly communicate with senior leadership
  • Excellent written / oral / presentation skills
  • Demonstrated ability to work independently as well as in a team environment
  • Strong experience in mission support services, lifecycle support of existing systems
  • 5+ years of experience with various business functions (e.g. Operations, R&D, Supply Chain Management, etc.)
  • Prior demonstrated experience and success in business development, capture and proposal activity
  • Solid experience with IPDS (emphasis on Gates 4-11) and engineering processes, leading technical teams
  • Robust practitioner of risk management and assessment, cost account management
  • Ability to architect Integrated Master Schedule / Integrated Master Plans
  • Earned Value Management System (EVMS) certified with emphasis on variance analysis and forward looking metrics
  • Proven experience using metrics to drive business decisions
  • Experience leading Risk and Opportunity Management processes
  • Proven ability to successfully lead cross-functional teams to accomplish business results
  • Travel as required by the role for program assessment activities
  • Existing Secret Clearance with ability to upgrade to TS/SSBI
  • Strong analytical, quantitative and technical aptitude
  • Strong leadership capability, to include sound reasoning and decision making ability
  • Change agent who courageously stands up and takes action, is very high energy and possesses a strong sense of urgency
  • Ability to create and inspire others
  • Maintains the highest ethical standards
  • Raytheon Program Manager Level 3 Certification

Required Education (including Major):
  • BA/BS in Engineering, Science or Mathematics
