CE09 Principal Systems Engineer: MFRFS Program Integration Coordination and Control (PICC) Manager

Job Summary:
We are currently seeking a Principal Systems Engineer to function as the Product Area Program Integration, Communications and Control (PICC) Manager, joining the Multi-Function Radio Frequency System (MFRFS) Systems Engineering team in McKinney, TX.

The Principal Systems Engineer-PICC Manager is responsible for providing program coordination across all contracts. The Principal Systems Engineer-PICC Manager programmatically reports to the MFRFS Product Area Manager and functionally to the Section Manager over the product area. This includes responsibility for coordinating technical, schedule and cost performance across IPTs. This position will require the ability to coordinate and effectively lead collaboration efforts across multiple business areas and functions, as well as customer interfaces as part of working groups and program reviews.

Specific Tasks Include:
•Planning and Coordination – Work with the Program Management Team in the preparation and maintenance of the WBS, IPDS Tailoring, internal contracts, and CDRLs; coordinate activities among the functional organizations, team mates, and with the customer.
•Engineering Oversight – Prepare and lead Engineering EACs and Engineering preparation for Gates. Oversee Functional discipline white sheet development. Ensure understanding and adherence to solid engineering development life cycle fundamentals. Support engineering gate/IR coordination and execution.
•Coordinate and direct the collection and analysis of all metrics, given the customer expectations, functional reporting expectations, and program chief engineer expectations.
•Coordinate delivery of contractual documentation and progress reports for the customer.
•Manage financial, quality, risk, technology, and schedule performance using the approved business model and management tools including EVMS, IPDS, PRISM, etc.
•Use approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensure the meeting of contract commitments.
•Technical Reporting – formalize technical reporting to the customer and collect, document and act, as necessary, on lessons learned.

Travel to support demonstrations and customer tests at US Government field test sites may be required.
This position requires an ACTIVE DoD Security Clearance.

Required Skills/Experience:
•8+ years of IPT Lead or related experience
•Existing Secret Clearance (DoD)
•Demonstrated experience in leading team
•Ability to work effectively and efficiently in a fast-paced, dynamic environment with time-critical requirements
•Develops customer and program enhancing partnerships with internal functional organizations such as contracts, finance, integrated supply chain, operations and mission assurance
•Ability to effectively work with and communicate with all levels of management and individual contributors on the program team as well as the customer
•Excellent written and oral communications including presentation skills
•Demonstrated understanding of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity Management or similar business processes
•Customer relationships development; fulfilling their needs and ensure satisfaction and continued business
•Demonstrated experience and accomplished leadership and management skills in technical, programmatic and customer focused marketing

This position requires an ACTIVE DoD Security Clearance.

Required Education (including Major):
•Bachelor’s Degree in Engineering, Science, Math or STEM related degree

•3+ years’ as a Control Account Manager (CAM)
•Radar Programs
•Hardware Development, Software Development, System Integration and Test, or System Verification
•Change agent, able to energize organizations to achieve beyond expectations
•Independently complete complex assignments and develop creative cross mission area solutions
•Gate Reviews, especially Gates 4, 6, 7, 8, and/or 9
•Exceptional judgment and decision-making skills
•Possesses in-depth understanding of the DOD environment and acquisition process
•MS Word, Power Point, Excel and MS Project
•Collaboration tools such as OneIDE and eRoom
• Program Management best practices and IPDS
•Lead by influence and collaboration
•Strong communication skills and experience presenting to customers and senior leadership
•Knowledge of EVMS, Risk & Opportunity Management, IMP/IMS
