Job Description

The Raytheon IIS Manufacturing Project Management/Planning Operations Manager oversees and coordinates the operational aspects of projects and serves as liaison between project management and planning, project team, and line management. In addition to developing, implementing and tracking key program metrics, the Manager is responsible for ensuring consistent, coordinated, and accurate reporting for the programs performance and operational impacts. Works closely with Operations leadership to develop an executable plan and document program strategies and plans, then monitors those plans to ensure successful completion. The manager also works closely with Operations, Engineering, Quality, LAM, Finance, and Supply Chain and requires regular interfacing with internal and external customers. Role also requires daily interface with functional leads to ensure their efforts meet the technical and business needs of the programs. The manager leads, supervises and mentors a group of program leads who ensure the flawless execution of various maintenance, repair, upgrade, fabrication and test programs across various product lines. The success of these programs drives future business growth therefore it is critical not only to the warfighter but also to internal growth projections. This position is located in El Paso, Texas and reports directly to the Manufacturing Program Operations Manager located in Indianapolis, Indiana and a dotted line to the Manufacturing Factory Operations Manager in El Paso, Texas.

Required Skills:
  • 8+ years of applicable experience
  • Proven leadership experience with the ability to influence and motivate a team of technical and business professionals
  • Demonstrated ability to balance technical/cost/schedule constraints to achieve customer satisfaction
  • Demonstrated experience and knowledge of Cost Estimating/BOE generation, project planning and management
  • Effective communicator, able to build strong relationships and work with personnel at all organizational levels.
  • Experience with Risk and Opportunity Management
  • Demonstrated ability to deliver customer focused solutions
  • Experience developing and managing staffing plans
  • Understanding and use of the Earned Value Management System (EVMS)
  • Knowledge of Integrated Product Development System (IPDS) gate activities and management
  • Strong analytical skills and ability to use data and information to convey a concise message to team members, leadership, and customers
  • Proficiency with MS Word, Power Point, Excel and MS Project; collaboration tools such as SAP, Common PDM, and RShare.

Desired Skills:
  • Knowledgeable in the effective management of Depot / Sustainment programs in a high mix-low volume environment
  • Experience supporting government audits and negotiations associated with proposals
  • Completed Program Leadership for IPT Leaders
  • Program Management Certification (Tier 6)
  • Earned Value Management Certification
  • Ability to Obtain U.S. Secret Security Clearance
  • Demonstrated ability to learn new software applications
  • Familiarity with scheduling and Manufacturing Resource Planning (MRP) systems
  • Raytheon Six Sigma Specialist

Required Education:
  • Bachelor's degree in Engineering, Business Administration or other applicable field of study or equivalent combination of education and experience.
