Job Description

Raytheon has an exciting opportunity for an experienced Export/Import Control professional to support licensing in a fast-paced export/import environment. The position of Manager III of Global Trade Licensing, Raytheon Integrated Defense Systems (IDS) is located in Portsmouth, RI or Marlborough, MA.

The successful candidate will provide advanced guidance to both internal and external customers on export/import requirements to ensure compliance with U.S. International Traffic and Arms Regulations, Export Administration Regulations and Alcohol, Tobacco and Fire Arms regulations, (ITAR, EAR and ATF) and foreign regulations, in international business activities. Contributes to development of business processes for, submitting to, and obtaining from, the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations. Develops licensing plans, prepares complex agreements and licenses necessary to export technical data, defense services and hardware to non-US persons and provides guidance for complex licensing strategy and program planning. Reviews and submits authorization requests to the U.S. Government. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Contributes to learning and audit assessment programs to ensure implementation and effectiveness of internal controls. Supports management in investigating and resolving compliance matters. Manages/mentors direct report employees Expected to lead meetings and work on IDS and Raytheon Corporate Global Trade projects This is a high visibility position to enable capture and execution of the IDS International Business strategy.

Duties include but are not limited to:
Management of export / import personnel including establishing goals, performance reviews and advising on career development. Providing consistent interpretation of all associated regulations. Although most activities involve the ITAR, EAR controlled shipments and licensing is increasing. Participating with Corporate Export/Import Operations, Contracts, Business Development, Supply Chain, etc, in the development and implementation of enterprise and business unit policies, guidelines and procedures for managing associated import/export risk areas. Developing, with associated functions, authorization strategies for the international marketing, sales, support, offshore procurement, and manufacturing of defense and dual use items. Overseeing the preparation and submission of license applications, Technical Assistance Agreements (TAA's), Manufacturing License Agreements (MLA's), and other requests for approval to the US Department of State Office of Defense Trade Control Licensing, and US Department of Commerce Bureau of Industry and Security, ensuring consistency, accuracy, and provides final approval prior to submission Handling complex licensing issues involving permanent and temporary export licenses, as well as temporary import licenses. Performing duties as an Empowered Official of Raytheon Company. Responsible for Agreement and License management working with Compliance Team Interact with US government-licensing officers upon request regarding license/agreement/compliance issues. Determining and certifies the appropriate legal authority (jurisdiction classification and assessment) for the export of defense article hardware, technical data, and defense services, including dual-use commodities and technology. Participating in and supports compliance audits and investigations, and conducts internal compliance training programs. Develops and delivers training as required for employees engaged in international business activities.
  • Assisting in identifying compliance concerns Compliance, identifies errors and areas requiring improvement, and implements corrective actions to resolve problems.

  • Required Skills:
  • 10 + years of broad Export/Import experience and increasing responsibilities (licenses, agreements, compliance and transactional activities)
  • Experience researching, interpreting and applying government regulations such as the ITAR and EAR
  • Experience using D-Trade
  • Flexible, cooperative and collaborative
  • Able to differentiate between routine, non-routine, and strategic export/import issues and able to make recommendations for solutions.
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise
  • Application of basic business principals and concepts
  • Demonstrated ability to analyze and solve complex problems
  • Able to manage priorities of multiple complex tasks
  • Demonstrated ability to participate in multi-functional teams working on export/import issues with an ability to drive issues to conclusions
  • Empowered Official (EO) in most recent position
  • Current DOD Secret Security Clearance – US Citizenship is required

  • Desired Skills:
  • 10 years of experience in the application of regulations (ITAR, EAR, Customs) in high volume environments
  • Experience with SNAP-R and OCR EASE IT systems a plus
  • Flexible, cooperative and collaborative; demonstrated ability to adapt to changing US Government and customers conditions
  • Excellent written and verbal communication skills
  • Able to present recommendations to solve business challenges
  • Self-motivated and results oriented with ability to prioritize and make independent decision.
  • Attention to detail and follow through on assignments to achieve desired results
  • Some travel may be required

  • Required Education:
  • Bachelor’s degree or 14 years business experience in Global Trade or a related field will be considered in lieu of a degree.
