Job Description

The Hardware Engineering Center (HWEC) is seeking an experienced engineering manager who will be responsible for leading Product Line(s) that reports to the Secure Sensor Solutions (SSS) Mission Area Business Unit. The Manager will lead approximately 110 engineering professionals located in El Segundo, CA. The Department’s engineering competencies for which the Department Manager provides technical, process and personnel leadership include radar product design, electronic packaging, digital and analog electronic design, RF design, FPGA algorithm development / coding, test equipment, hardware integration / check out, production support and sustainment. This position is accountable for providing high integrity engineering products/services and continuously developing the department’s technical skills in order to provide the required efficiency, effectiveness, capability and capacity to meet the SSS business needs. The location for this position is in El Segundo, CA.


The SSS Airborne Early Warning & Reconnaissance Systems (AEWRS) & Resilient Navigation Systems (R-NAV) DM Responsibilities:
  • Hardware partner to the S3 AEWRS and R-NAV Product Line Directors supplying and managing engineering resources to design, develop, assemble, integrate and test and deliver products to contractual requirements.
  • Lead Department of approximately 100-140 engineers
  • Direct supervisor to Section Managers and Senior Technical Staff
  • Create partnerships to ensure effective product transition to Production. Institute improvement processes and efficiencies to maintain competitive position in the market place
  • Provide leadership and application of domain process and company policies, manage department metrics and implement initiatives for performance improvement.
  • Manage assets and budgets along with department overhead budget, review and approve the engineering department’s bid and proposal estimates
  • Manage personnel. Appropriately size staff and balance department skills, deploy staff to projects and set priority, ensure excellent project execution, administer employee performance, career development and training
  • Provide oversight and drive the quality of work products developed by department members.

Required Skills:

  • 12+ years of demonstrated experience as a mechanical or electrical engineering leader for product development projects
  • Direct engineering experience with product development and support at the integrated RF/ electronic system level
  • Experience with process application for the engineering product life cycle e.g. Integrated Product Development Processes
  • Strong people and “change agent” leadership skills. Accountability and drive; ability to make decisions, effectively delegate tasks and meet challenging deadlines
  • Experience in supervisory/line management, including technical leadership, performance development and career development
  • Be a “big picture” thinker with strong written and oral communication skills. Have sound judgment and decision making abilities. Able to effectively juggle multiple tasks and priorities, as well as be an advocate for process improvement and a team player able to build strong relationships and effectively partner with others
  • US Citizenship and existing DoD Secret Security clearance is required.

Desired Skills:
  • Direct experience in department / line management of an electrical or mechanical engineering function at the department level.
  • Familiarity with Raytheon’s engineering, contract and financial processes and systems
  • Understanding of lateral engineering functions; systems, hardware, software, test and quality
  • Knowledgeable of tactical airborne radar systems; electronic systems and/or component technologies
  • Detailed knowledge of bidding processes and proposal development.
  • Working knowledge of EVMS, IMS, & IMP tools for managing programs.
  • Active and current access to Special Access Programs

Required Education:

B.S. in Electrical or Mechanical Engineering, Science, or Mathematics.
