Job Description

Raytheon Global Business Services (GBS) Global Trade (GBS-GT) is seeking a Regulatory Compliance Analyst to assist personnel on the application of U.S. Government export/import regulations including, the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) regulations, and U.S. Customs and Border Protection Regulations. This position reports to GBS Global Trade Operations Senior Manager and will be located in Rosslyn, VA. The successful candidate will have the opportunity to work in a high-energy, fast-paced environment and develop relationships with internal customers. This role could be at the G08 or G09 level depending upon years of experience.

Major responsibilities include:
  • Review and approve exports of hardware, technical data, defense services and/or technology;
  • Coordinate jurisdiction and classification of hardware, software, and technology;
  • Conduct Restricted Party Screening (RPS) as a key member for the RPS Center of Excellence;
  • Assess Raytheon software prior to publication in the Raytheon AppStore;
  • Review and approve domestic and foreign visitor requests;
  • Assist GBS services areas (including Supply Chain, Human Resources, Finance, Information Technology (IT), Information Technology Security, Communications, Facilities and Real Estate) with respect to export/import control questions and issues;
  • Provide export training to GBS and Corporate personnel; and
  • Participate/support compliance activities such as self-assessments, internal and external audits.
Note: This position may involve access to export-controlled technical data and/or
technology and the position requires either U.S. Person status or the ability to obtain an
export license from the appropriate government agency for Non-U.S. Persons.

Required Skills and Experience:
  • Minimum of 4 years of professional experience, including 1-2 years in Global Trade or another related area of regulatory compliance
  • Meticulous attention to detail;
  • Flexible, cooperative and collaborative team player;
  • Ability to exercise self-initiative and sound judgment;
  • Ability to work under pressure, devise effective solutions and practical guidance on short notice, and meet strict deadlines for multiple, simultaneous projects;
  • Excellent communication and interpersonal skills;
  • Excellent writing skills;
  • Familiarity with the ITAR and EAR and other export control laws, including agency guidance and practice;
  • Ability to work collaboratively with multiple stakeholders and team members;
  • Ability to manage and complete large projects requiring coordination among multiple parties;
  • Ability to work independently and proactively to achieve discrete tasks (although guidance and supervision will be provided, candidate must be adept in resolving issues independently and in taking his/her own initiative in doing so).
Ability to travel domestically and internationally as required (up to 10%)

Required Education:
  • Bachelor’s Degree in business, international
relations, political science or related field

  • This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
