Raytheon IIS’ Cybersecurity and Special Missions business is rapidly expanding both its classified and international business, which creates demand for senior finance expertise to develop new business models and directly engage international customers. CSM has one JV under active development and one under evaluation. CSM is also exploring another landed company in the MENA region. Further CSM is developing new business models...fixed price commercial offerings. Each of these new business models requires face to face negotiation with senior international customers (nearly always VP level or General officer level). This finance lead needs to be experienced in defense / cyber technology, professionally savy to handle intense international negotiations, innovate to build new business models, and has poise to sell LT and potentially SLT on new ways of taking Raytheon to market

Candidate will implement CSM's international growth and competitive capture strategy; Duties include developing individual bid strategies using standard offerings tailored to customer needs, leading process to Gate standard catalogue products and services, and negotiating international programs. Specific duties include growth strategy/actions, go to market strategy, particularly for IT systems, recommending/monitoring R&D investments to ensure acceptable ROI and, implementing pricing strategy to win new business. In particular, this role requires support of the Business Plan workstream to set up JV's and landed companies.

Candidate must be able to interface / negotiate strongly and effectively with international customers; Role requires extensive international travel, primarily to MENA countries; Candidate must be able to represent Raytheon to senior levels of international customers (typically civilian VP or military General officer level). Raytheon Functional counterparts are typically Senior Manager Contracts, Engineering Fellows, and PMs who travel as a team to negotiate in-country.

Other duties include transitioning programs from bid phase through G5/startup…to include risk mitigation strategies for schedule and cost, partnering with selected PM to incorporate ERA / other independent feedback into an executable baseline with acceptable margins.

Also, as completive win strategy expert, provide competitive capture expertise for domestic pursuits…including Classified, and Fed/Civ accounts; Partner with Estimating and Pricing on cost/price strategy, and Gate package development; Expectation is to be part of the proposal capture team...being on-location working competitive capture

Candidate will maintain effective and efficient internal controls for international new business, including legal entity strategy, legal entity implementation, and interfacing with Corporate Tax and Treasury. Efforts here include financial modeling, schedule planning, SOW to pricing tie out, R&O monitoring/mitigation, and significant ad hoc analysis for LT requests. Candidate must be able to utilizing standard company tools, and in compliance with standard processes (EAC, funding, accounting, reporting); Responsible for supporting monthly capture reviews, financial overviews and other reporting activities as required.

Required Skills:
At least 10 years of related experience, planning and reporting as well as balance sheet and income statement preparationCompetitive capture experienceExperience in all aspects of Financial Management including program controls, program scheduling, cash/asset management and cash/asset controlDemonstrated oral and written communication skillsDemonstrated ability to be proactive, creative, and innovative and use critical and strategic thinking Sound analytical, problem identification, and problem solving skillsDemonstrated ability to influence others Familiar with government contractingExpert in the use of Microsoft Excel and PowerPointProficient in the use of other Microsoft Office Products (Word, Project) Demonstrated sense of urgency and ability to meet multiple commitments as expected

  • Experience can substitute for educational requirements

Security Clearance:
