Job Description

The ISR Defense & Civil Solutions Business Development Lead is responsible for identifying, developing, and winning new business within the classified and DoD with special emphasis on ISR PED systems in the Air Force, Army, Navy, USMC and DIA. This includes ISR Processing, Exploitation, and Dissemination (PED) modernization and transforming the DoD’s Intelligence, Surveillance, and Reconnaissance (ISR) enterprise.

The capabilities within the ISR sub-mission area consist of: ISR sensor integration, including software/hardware development and COTS integration for ground vehicle ISR upgrades; ISR PED systems, including software/hardware sustainment for Distributed Common Ground Systems (DCGS) and coalition partner information systems; Soldier-worn information management and display systems, including software/hardware development and COTS integration for airborne and dismounted soldier systems; and classified programs. The ISR BD Lead will also be responsible for supporting the Raytheon enterprise Battle Management Command Control growth campaign.

The ISR BD Lead is responsible for supporting annual bookings in excess of $500M with heavy emphasis on competitive opportunities. The ISR BD Lead is also responsible for supporting capture and proposal activities including timely support of gate reviews, process compliance and transition to the program execution team. The BD Lead supports teaming decisions, pricing and win strategies. The ISR BD Lead supports the ISR BDM for planning, management, and oversight of New Business Investment funding, and for the development of a pipeline of opportunities between 3x-5x revenue.

The ISR BD Lead reports to the ISR BD Manager and supports the Defense & Civil Solutions (DCS) Director of BD and the DCS Sub-Mission Area VP to achieve growth and profit objectives.

Required Qualifications:
  • Minimum 8 years of progressive experience in strategic planning or business development, or equivalent military leadership experience.
  • Proven record of successfully growing a business with competitive wins and customers expansion.
  • Experience working with the Air Force, Army, Navy and classified communities.
  • Demonstrated experience winning multi-million dollar contracts.
  • The ability to determine, through experience and professional insight, good business opportunities
  • Experience building and managing customer relationships to seek out and identify new business opportunities
  • Demonstrated knowledge of associate contractors and the competitive landscape
  • Knowledge of System Development processes and Capture and Pursuit processes
  • Excellent oral and written communication skills
  • The ability to make sound decisions in stressful business situations
  • The ability to operate independently but still retain an enterprise focus
  • Demonstrated networking capabilities among various communities, e.g. acquisition officials/Managers in the Department of Defense and other classified government agencies.

  • Collaboration across Raytheon to fully leverage capability of business and support functions.
  • Allocate resources to ensure the availability of necessary people, technology and capital
  • Integrate regulatory, customer, political and market information into effective business strategies and plans
  • International business development experience

  • Bachelor’s degree in Business Management or Engineering or other related field
