IT Subject Matter Expert for Program Capture Proposal teams supporting early stage R&D Engineering programs.

IDS IT is seeking a strong candidate to serve as the IT Proposal Lead (ITPL) in support of Advanced Technologies (AT), Independent Research and Development (IRAD) and growth proposals led by Program Capture Managers across those business areas. The successful candidate will be responsible for providing leadership and management of the IT scope for multiple program proposals. Responsibilities include but are not limited to: capture support, early rough order of magnitude (ROM) support, Non-Binding Budgetary Estimates (NBBE), cost proposal planning, creation and packaging, fact finding and audit support. The individual should possess a complete understanding of the Capture and Proposal process as well have an understanding of DoD cyber security compliance regulations (DFARS/RMF). Additionally, the candidate will partner with Engineering, Capture Management (CMX), and IT to capture functional requirements, translate requirements into program environment solutions; leveraging thought leadership, innovative solutions, and cost savings initiatives. The ITPL will have access to subject matter experts to develop the technical design and ensure the IT design is approved through the architecture review board (confirming cost and design is properly documented and developed). The ITPL The ITPL will assist in the development of IT Basis of Estimates (BOE) and Bill of Materials (BOM), ensure IT tasks are properly identified in the Integrated Master Schedule/Plan (IMS/IMP), lead bid summary reports/reviews, produce documentation, generate bid summary labor reports, identify risk and opportunities, and develop any estimates at complete or annual operating plans necessary to support the IT scope.
They will utilize a strong background in supporting proposals and programs through experience in project management, IPDS, Earned Value Management System (EVMS) and Control Account Manager (CAM) methodologies. The candidate will work closely across multi-functional teams comprised of Engineering, Security, Manufacturing, Integrated Supply Chain (ISC) Management as well as senior program and IT leadership on proposal status and will require influence across multiple functional areas.
When in time of reduced proposal activity, they will execute IT program/project management scope to complete IT organizational initiatives. This could include but not limited to: pricing quotes with vendors, developing appropriation requests and documentation, partnering with ISC to execute material orders, and tracking material and budgets.

This position may require the ability and willingness to travel domestically as business needs dictate

Additional responsibilities include, but are not limited to the following:
  • Work in an Integrated Product Team/Cross Product Team (IPT/CPT) environment, ensuring effective IT support of programs, from start-up to sustainment, in alignment with program cost and schedule performance goals.
  • Proactively participate in pre-proposal and proposal process by strategizing with IT/CPT, deciphering IT requirements in Statement of Work (SOW) and providing Basis of Estimates (BOEs) for future business opportunities and pursuits.
  • Formally identify, assess, monitor, and mitigate IT related risk and dependencies throughout the proposal/program lifecycle.
  • Support preparation and/or presentation of weekly/monthly program reviews, EAC, AOP, and Capital Planning.
  • Support IPDS Gate reviews as applicable, including Independent Reviews.
Capped Relocation support is available to the selected applicant if they are eligible per Company policy. Budget will be discussed at the appropriate stage.

Work Location: Tewksbury, Andover, Pelham NH, Marlborough, Portsmouth RI (any Raytheon IDS Northeast site) as well as possible travel to Arlington, VA.

This role will require a US DOD Secret Clearance, except in rare cases, only US Citizens are eligible to obtain US Security Clearances. If the selected applicant does not have an active US DOD Security clearance, they will be required to apply and obtain their Interim US DOD Secret Clearance within 3 months of start date.

Required Skills:
  • Minimum 8 years overall Information Technology and/or Software/Systems Engineering experience.
  • Skilled in proposal preparation, IT and Engineering requirements analysis, cost and schedule estimation and technical documentation related to the Statement of Work (SOW).
  • Experience in facilitating and responding to Requests for Information (RFI) and Request for Proposals (RFP).
  • Project Management, includes: Risk & Opportunity management, Control Account Management, procurement/asset management, and performance tracking/management.
  • Professional exposure to Earned Value Management or similar project performance management system.
  • Knowledgeable of Contracts, BOEs, IT and Engineering Processes and Practices.
  • Architectural and design efforts to develop new capabilities in support of business growth objectives.
  • Experience using MS Office Suite (Visio, Word, Excel, PowerPoint and Microsoft Project) or similar applications.
Desired Skills:
  • Experience in leadership roles requiring an Innovative/strategic approach with ability to influence peer program leads from other functions
  • Excellent communication skills (oral & written).
  • Demonstrated ability to prepare and deliver executive style presentation
  • Experience in system architecture and engaging customers to develop systems design (including architecture, Conops, and deployment options) for both classified and unclassified processing and communications systems.
  • Experience with the Integrated Product Development System (IPDS).
  • Effective presence and influential leadership capability with the ability to interact with senior levels of leadership – including customer, Raytheon teammates, and suppliers.
  • Experience working in a program and/or engineering environment. Previous Global Program support desired.
  • Working knowledge of Software Development, Systems Integration, and Test processes to support activities across the program life cycle.
  • Previous experience architecting, designing, building, and supporting solutions in commercial cloud environments.
  • Experience supporting distributed teams across geographically disbursed locations.
  • An active Secret or Top Secret Clearance issued by US Dept. of Defense, except in rare cases only US Citizens are eligible to obtain US DOD Clearances.
Required Education:
BS/BA in an applicable technical or business field (such as Computer Science, Information Technology, MIS, Engineering)
