Job Description

As a Mgr III Subcontract Management you’re responsible for the overall subcontract management activities associated with subcontracts on NASAMS (National Advanced Surface-to-Air Missile System), Patriot Poland and the LTAMDS programs in support of the Integrated Air & Missile Defense Subcontracts section.


In this role, you’re a member of the overall subcontracts and program management team in support of the achievement of prime contract requirements and program goals. You’ll execute subcontracts, providing the formal communications and contractual direction required through the life of said subcontracts and closing them out upon completion. As the Mgr III Subcontract Management, you're an integral member of the Subcontracts Management Team, responsible for managing multiple subcontracts simultaneously.


Responsibilities will include:
• Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements.
• Leading negotiations, changes and close-out activities, maintaining all required subcontract records.
• Managing and reporting the subcontract performance to the Integrated Supply Chain Cross Business Team (CBT) and within the Program/IPT Team.
• Collaborating with the Subcontract Program Manager or Program Manager in managing Subcontract partner performance.
• Preparing and issuing Requests for Proposal in support of proposals and program requirements.
• Reviewing and leading the evaluation of Subcontractor proposals.
• Ensuring subcontract compliance with public law and Raytheon Company policy and procedures, understanding and applying, as appropriate, Federal Acquisition Regulations (FAR/DFAR), ITAR, and import/export requirements.
• Serving as the contractual advisor for the development of Subcontractor Statement of Work and other CBT subcontract activities.
• Leading the development of and compliance to Subcontract management plans.
• Ensuring the effective application of program management tools in the development of subcontractor requirements including EVMS, IPDS, and Risk/Opportunity Management.



Subcontract Management Certification is required within one year in role.


Required Skills:
• 10+ years of experience in Procurement, Subcontracts, Contracts, Engineering, Manufacturing, Operations, Finance, Project Management, Program Management, Supply Chain or Supplier Management.
• Experience with Supply Chain processes and functions.
• Experience working in cross-functional teams or experience with project or program management.



Desired Skills:
• Experience with Cost reimbursable and incentive fee subcontracts.
• Thorough knowledge and experience with Government regulations and Public Laws as they pertain to procurements.
• In-depth knowledge and experience in Terms and Conditions and Intellectual Property negotiations.
• Experience in performing cost analysis and negotiation of major subcontracts.
• Computer experience with MS Office (Word, Excel, Project, Power Point).
• Experience with financial analysis and reporting.
• Excellent communication skills, including demonstrated presentation skills.
• Demonstrated Leadership skills.
• Strong team player, proven problem solver.
• Program management experience.
• Background in Risk and Opportunity Management.
• Experience with EAC's and Earned Value Management Systems.
• In-depth working knowledge of FAR and DFAR.
• Ability to work independently.
• An existing Confidential or Secret Clearance or the ability to obtain one.
• Ability to travel.
• Master's degree in Business.
