Job Description

Raytheon IIS is seeking successful candidate to support IIS Global Training Solutions licensing and IIS Global Trade Compliance. Provides guidance and advice to business unit personnel on export and import controls to ensure compliance with U.S. and foreign regulations in international business activities. Contributes to development of business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations. Supports development of licensing plans and provides guidance for licensing strategy and program planning. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Works independently, under limited supervision.

Responsibilities

· Responsible for preparing, maintaining and monitoring compliance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) for export/import licenses, agreements, permits, certifications, technology release authorizations, and commodity jurisdiction determinations, with supervision.

· Respond to export international trade compliance questions, including the interpretation of company policy and procedures, work instructions, ITAR and EAR.

· Support, review and make recommendations regarding requests for export and/or import of controlled goods, licenses, exemptions and agreements and coordinating approval of requests with management.

· Develop solutions to a variety of problems, may refer to established company procedures and work instructions to support compliance with U.S. Government export/import regulations and Company policies.

· Prepare reports, presentations and metrics associated with export/import transactions and activities.

· Ability to recognize a potential issue or situation and escalate to management timely. Knowledge and understanding of records and information management and maintaining records over time to ensure comprehensive and complete records and support ongoing audit and assessment activities.

· Prepare draft license applications, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs) and other requests for approval by the U.S. Department of State Office of Defense Trade Control Licensing, and U.S. Department of Commerce Bureau of Industry and Security.

· Maintain export/import files and records in accordance with U.S. Government export/import regulations and Company policy.

· Review and approve Foreign Visitor and International Travel authorization requests. When required, in coordination with management, reviews all presentation/briefing and other information provided to foreign parties for compliance with licenses and regulations prior to release outside the company. Provides guidance on what data is allowed to be presented to the foreign parties and what restrictions may apply. Coordinates reviews with Technical Advisors as necessary

· Review and process, in coordination with management, export and import transactions for compliance with licenses and regulations prior to export/import. Assist in the development of export/import training materials.

· Support export/import compliance activities such as self-assessments, internal and external audits.

· Support investigations and export /import related compliance matters.

· Participate in cross-functional business projects and corporate projects to support business objectives.

· Participates in development and implementation of export related training and learning to all relevant employees.

· Ability to articulate tough message and remain calm in pressure situations.

· Ability to present recommendations to solve business challenges.

· Ability to recognize impact of decisions and understand and consider the impact of decision.

This position may be located in any Raytheon facility in the United States.


Required Skills:
  • 4+ years of applicable experience ideally in a similar Gov’t contractor environment similar to Raytheon.
  • Export/Import experience.
  • Understanding of the ITAR, EAR, U.S. Customs, and Bureau of Alcohol, Tobacco, Firearms and Explosives (BAFTE) regulations.
  • Demonstrated ability to think strategically and integrate export licensing requirements with Company's international business objectives.
  • Demonstrated ability to research and interpret government export regulations, including emphasis on export control reform, and apply to everyday situations.
  • Attention to detail and follow-through on assignments to achieve desired results.
  • Strong time management, prioritization and organizational skills.
  • Excellent verbal and written communication skills.
  • Some travel may be required.
Desired Skills:
  • Experience with D-Trade, SNAP-R, OCR EASE IT System a plus
Required Education (including Major):
  • BA/BS degree in Business Administration, Economics, Supply Chain or similar applicable degree or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience).
