Job Description

The Business Development Director is responsible for leading and creating the business development strategy and execution plans for optimal enterprise wide performance and local pipeline growth in the Kingdom of Saudi Arabia. This individual will have primary responsibility for leading BD team members representing each business portfolio within Raytheon and partner with Raytheon International Inc. (RII) to achieve optimal short and long term business growth objectives. To be successful, the Business Development Director must also effectively align and integrate Saudi resources to maximize both short and long term business outcomes. The individual must have a deep understanding of the substantive issues and customer needs of Saudi military defense markets. The successful candidate will have necessary experiences and contacts within the Saudi defense community. This position reports to Raytheon Arabia Chief Executive and Integrated Defense Systems (IDS) Vice President of Business Development & Strategy.

This position will be located in Riyadh in the Kingdom of Saudi Arabia.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

Responsibilities include, but are not limited to:
  • Partner with the Chief Executive and across the enterprise to develop and implement the KSA strategy consistent with Saudi’s Vision 2030
  • Help establish and execute short and long-term strategies for Raytheon business in Saudi Arabia
  • Drive key business implementation and financial decisions
  • Work closely with influential Saudi customers and industry to develop business for Raytheon across businesses. Target customers include the Ministry of Defense (MOD), General Authority for Military Industry (GAMI), End users such as the Royal Saudi Air Defense Force (RSADF), and senior members of the KSA military industry
  • Ensure that Raytheon Saudi Arabia achieves all financial metrics including bookings and sales. This includes keeping programs that are underway “sold,” but also extends to new growth initiatives
  • Review in-country operational reports and financial statements to determine progress and status in attaining growth and financial objectives and make revisions in accordance with current conditions.
  • Develop strategic and tactical business development growth plans to advance business objectives that promote revenue, profitability as an organization to meet Raytheon Saudi Arabia growth objectives; create plans to prioritize resources to achieve growth goals.
  • Lead a BD team to ensure cost-effective utilization of resources to achieve the bookings plan and performance metrics to include talent acquisition, retention and growth.
  • Develop and implement strategies for generating new customers that have the potential to grow the enterprise wide product lines and expand into adjacent and markets.
  • Establish long-term customer relationships to drive growth.
  • Demonstrate direct involvement and accountability for in country financial metrics, including bookings plan and budgets.
  • Interface directly with the Raytheon Saudi Arabia Leadership Team as well as IDS VP BD&S and RII to identify and fully understand and assess potential pursuit activities.
  • Provide timely intelligence on all captures and competition, including realistic assessment of opportunities, status updates, and partnerships.
  • Responsible for working with Business Development Leaders representing each business to meet growth targets, new business opportunities, and customer satisfaction metrics.


Basic/Required Qualifications:
  • Minimum of 14 years of prior relevant experience in progressively responsible leadership positions
  • University Degree
  • Current understanding of the regional defense industrial base, geopolitical environment, and cultural customs and norms
  • Understanding of offset requirements and ability to translate into strategic opportunities
  • Strong leadership and influencing skills for initiating and closing deals with customers, while networking internally for the support needed across the different Raytheon businesses
  • Experience partnering with top US and foreign government leaders
  • Solid enterprise collaboration skills to allow synergies across different organizations within the company
  • A solid history of growing advanced technology business in the defense arena while managing multiple pursuits, capturing market share, and yielding significant expansion
  • Acute listening skills with the ability to efficiently sort facts. Sound judgment and effective decision making skills. Decisive with courage to make tough calls and to be an advisor to the Product Line Vice President
  • Interpersonal organization and teamwork skills; creative thinker and change agent


Desired Qualifications:
  • Bachelor’s Degree in STEM and/or MBA
  • Experience in strategic planning, program management and mission/business area leadership
  • Detailed knowledge of international business practices including compliance (FCPA and ITAR), extensive experience with international contracts (FMS and DCS), and host country law and regulations
  • Broad understanding of Raytheon’s product portfolio, technologies and services
  • Program management with records of excellent execution
  • Business acumen for identifying new profitable business opportunities and making reasoned decisions in a changing business environment
  • Intimate familiarity with the rules, regulations, and nuances that drive the government capture process
  • Advanced understanding of financial planning, markets, technical road maps and business operations
  • Compliance with all applicable laws, regulations and policies (e.g. ITAR, FCPA, SOX, NISPOM, KSA laws & regulations)
  • Ethical culture based on Raytheon values and Code of Conduct
