Position Description: Test Development Department Section Manager (G10)

There presently exists a Section Manager opportunity within the Electrical Design Directorate’s Test Development Department (TDD). The TDD organization consists of a diverse project team with responsibility for the design and development of test equipment and test solutions for testing radar, sonar, communications, missile, combat control systems, subsystems and components for various programs within the Integrated Defense Systems (IDS) business area.

These products can contain a mixture of Analog, RF, Microwave, Acoustic, High Power, and Digital Electronic technology with associated Software (embedded, firmware, Signal Processing, VHDL, etc.). Test Development Engineers are involved from the beginning of product design as a concurrent engineering effort, continuing into supporting engineering design verification testing, production test and final system level verification and sell-off; including factory, depot, and field testing.
Typical test solutions consist of custom design hardware and Commercial Off The Shelf (COTS) test instruments and fixturing which is integrated with test application software. Design and deployment efforts focus on highly utilized, flexible, scalable and reusable test solutions which provide the most efficient automated product handling and test capabilities.

The Section Manager (SM) is an important member of the department leadership team and plays a critical role in both the development of personnel and execution of projects for the organization. In particular, the SM’s responsibilities include:
  • Front line leadership tasks related to developing, managing, and leading a team of approximately 20 engineers while ensuring that each employee has suitable work assignments.
  • Assess employee performance and conduct performance development reviews while enabling and encouraging employee communications
  • Provide mentoring and guidance to each individual in support of career goals and program execution tasks.
  • Champion business, financial and administrative goals of the organization.
  • Provide technical oversight and direction to employees in support of their specific work assignments.
  • Be a key contributor to cost, schedule, and technical solutions for bid and proposal development.

Basic Qualifications:
  • B.S. in Electrical Engineering, Computer Engineering or Electronic Engineering Technology
  • 8+ years’ experience in engineering design and development environment with 6+ years direct exposure to Test Equipment Design and Development tasks
  • U.S. Citizenship required for purposes of obtaining a security clearance.
  • Domestic and International Travel as required

Desired Qualifications:
  • Leadership skills required to drive collaboration and nurture team development
  • Test hardware design experience with Digital, Analog, RF and/or power supply technology including use of Commercial Test and Measurement Equipment
  • CMMI and 6 Sigma Experience
  • Strong interpersonal and communication skills (written and verbal)
  • Excellent decision-making and problem-solving skills
  • Certified in or ability to be certified in Raytheon Earned Value Management System
  • Experience in developing bids and proposals
  • Ability to multitask across a broad range of technical and personnel activities

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within one year of start date.
