Job Description

The Proposal Manager will be responsible for leading proposals from an approved Gate 3 through contract award, and providing program coordination across all contracts. The Proposal Managerwill functionally report to the PIF Product Area Manager. The Proposal Managerwill coordinate and effectively lead collaboration efforts across multiple business areas and functions, as well as customer interfaces as part of working groups and program reviews.

Specific Tasks Include:
• Lead all cost and technical volume efforts
• Prepare and lead Gate 4 reviews
• Prepare contract award material and debrief the execution team
• Attend customer and contracting agency meetings in preparation for future business pursuits
• Work closely with Advanced Technology Support Program (ATSP) and Indefinite Delivery/Indefinite Quantity (IDIQ) management, cost estimating, business partners, and contracts

Travel to support demonstrations, customer meetings and customer tests at US Government field test sites may be required.

Required Skills/Experience:
  • 8 years of progressive experience managing multiple proposal and pricing efforts
  • 6+ years Integrated Product Team (IPT) or related program leadership experience
  • Solid organizational skills and experience leading multi-functional proposal team members in a very dynamic, time sensitive environment.
  • Excellent written and oral communications including presentation skills, delivering technical information to leaders or customers
  • Customer relations, externally, as well as senior leadership, internally
This position will require an ACTIVE DoD Security Clearance.

Required Education:
Bachelor’s Degree in Engineering, Software Engineering, related STEM fields, or Business Management.

Desired Skills/Experience:
  • Hardware Development, Software Development, System Integration and Test, or System Verification
  • Change agent; able to energize organizations to achieve beyond expectations
  • Independently complete complex assignments and develop creative cross mission area solutions
  • Gate Reviews, especially Gate 4
  • In-depth understanding of the DoD environment and acquisition process
  • EVMS, Risk and Opportunity Management, IMP/IMS
  • MS Word, Power Point, Excel and MS Project; collaboration tools such as OneIDE and eRoom
  • Program Management best practices and IPDS
  • Leadership and management skills in technical, programmatic and customer-focused marketing
  • 3+ years’ experience as a Control Account Manager (CAM)
