Job Description


This position is responsible to assist with the management of assigned programs. Duties include assisting with the management of all cost, schedule, and technical execution of assigned programs. The position requires regular interface with our functional counterparts such as Engineering, Finance, Supply Chain and Quality. This position requires regular interfacing with our internal customers (SAS or RMS). The success of these programs drives future business growth therefore it is critical not only to the warfighter but also our internal growth projections. This position does not have a sales component however the overall success of the program will be the measurement of success.
The Team Leader - Program Manager will support in the development and implementation of Program Management plans, processes, metrics and tools to ensure successful program execution. The Team Leader - Program Manager will support the Program Manager with the coordination of program control activities across multiple functions to maximize consistency and implementation of best practices. The Team Leader Communication Programs is currently seeking a Project Management Liaison II to support the Program Management Office personnel in their day-to-day management of the program. Duties will include developing the program's project plans and schedules, as well as providing analysis and recommendations on programmatic issues, and developing and disseminating the communication between the Program Management Office and the Cross Business teams. This position will be responsible for communicating policy practices, procedures, technical goals and business goals of the organization. Actively participates in recurring program meetings, including preparing and distributing meeting minutes and action items; tracks and monitors action items for successful completion. Lead and maintain database for management of various communication programs. Develops mechanisms for monitoring project progress and provide recommendations for problem solving with the program manager. Reviews and analyzes the program financials and provides recommendations to the program manager on forecasting, manpower planning and EAC’s. Has EVMS accountability for all of the program material, including scheduling, performance and estimating completion costs. Responsible for leading minor and supporting major proposal efforts. Perform ad hoc requests as assigned.

Provide technical field support and maintenance on a variety of communication programs. Ability to provide technical reports to management, help troubleshoot complicated component level problems using technical manuals and schematics, resolve problems and provide repair report documentation. Plan, direct and coordinate site activities and provide support to personnel deployed around the world in performance of normal and emergency duties. You must be willing to work on Military Facilities and be available for 80% travel from your home base.

Required Skills:

This position requires at least 2 years relevant work experience in Engineering discipline, operations or management / business administration, and the following skills:
  • Microsoft office suite
  • Possess strong communication, analytical skills, and organization capabilities.
  • Detail orientated and capable of working in an autonomous environment.
  • Ability to multi-task and be able to seek assistance/information as required
  • Exceptional interpersonal and people skills
  • Excellent oral and written communication skill
  • Technical/Engineering experience
  • Active Secret Clearance and ability to attain Top Secret Clearance

Desired Skills:
  • Raytheon EVMS certified
  • Microsoft Project Experience
  • Experience working in the Field
  • Experience with Raytheon Products
  • Raytheon Six Sigma Specialist or equivalent
  • Demonstrated knowledge of program management processes and tools including EVMS
  • Candidate needs to be certified as Level 6 in the Raytheon Program Management process or have the ability to be certified within 6 months
Required Education (including Major):

B.S./B.A. in Engineering, Management, or Operations or relevant experience may be substituted for education.
