Job Description

Organizational Description: The International Commercial Organization (ICO) leads and/or supports international captures, contract formulation and negotiation, and offset strategy, formulation and agreements for all product lines across Raytheon Missile Systems (RMS). The ICO combines international contracts, and offset capability into a single organization that brings best practices, speed and efficiency to international business. This is accomplished by providing innovative, compliant and high quality international business solutions through partnership with the product lines.

Position Description: This Commercial Manager/Sr. Contracts Negotiator will be responsible for creating, shaping and capturing international Direct Commercial Sale (DCS) within the Paveway® Program. Responsibilities include spearheading, and heavily support the learning of teammates with strategy development, managing due diligence approvals, leading gate/legal reviews, interfacing with Corporate Treasury, Tax, and Risk Management, preparing and negotiating collaborative agreements and offset agreements, proposal activities, leading negotiations, and managing customer/supplier relationships. He/she will be expected to apply common processes and lessons learned within Raytheon Company, and propose risk mitigation solutions. The Customer portfolio will include, but not limited to, Europe, MENA region, ASIA/PAC, and Raytheon System Limited (RSL).

This position may be for a Sr. Contract Negotiator or a Contracts Manager depending on the applicants' skills and qualifications

Required Skills and Experience:
The ideal candidate will have a combination of international, contracts, or offset experience, as follows:
  • 6 years of professional experience (8 yrs for a Contracts Mgr) in contracts, supply chain, offset, and teaming strategies
  • BS/BA is required in one of the following majors: Business, Finance or Related Field; JD or MBA a plus
  • Experience with large domestic and international contracts and subcontracts, and other contract vehicles
  • Experience developing and negotiation partnering and license agreements with international customers
  • Defense industry experience, space experience, or experience in companies that bring technology products to market in a heavy regulated industry
  • Experience with ITAR/EAR
  • The ability to travel
  • Effectively manage a high volume of proposals and priorities

Desired Skills & Experience:
  • Significant knowledge of contract formation with a broad understanding of alternative terms and conditions and related Raytheon policies
  • Ability to draft and negotiate complex agreements, including offset project agreements, teaming agreements, and long-term supply agreements
  • Knowledge of USG Flow down requirements (FAR/DFARS) and their application in the international arena in both contracts and subcontracts
  • Ability to assist senior leaders in achieving both their financial and performance goals and objectives
  • Demonstrated ability to develop effective relationships with domestic and international customers based on empathy and trust
  • Extensive negotiations experience with proven track record of success
  • Demonstrated success working within a matrix organizational environment
  • Proficiency in contracts/supply chain fundamentals and ability to master advanced topics in contracting
  • Effective team player with proven ability to lead and teach/mentor
  • Ability to adapt to changing environments/situations
  • Language proficiency in French, Spanish, German, Polish, Arabic, or other relevant languages

Security Clearance:
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
