Job Description

The AMR Business Area within ISRS is looking for a finance manager who will also perform program financial analysis, business management and finance capture functions. The finance manager position is an integral part of the leadership team in helping to maximize execution, build strategy, and ensure the team is meeting customer & shareholder commitments. Position involves working with performers and stakeholders, with significant focus on EACs, Material analysis, EVMS, breakpoints, and ad hoc research. The responsibilities for this position include various weekly, monthly, quarterly and annual routines including the following: PRISM Earned Value reporting, Baseline Planning and Development, Estimates at Completion (EACs), risk and opportunity development, financial forecasting, Annual Operation Plan (AOP) and 5-year strategic planning. Support of waste reduction initiatives, cost proposal preparations, Contract Funds Request (CFRs), and Appropriation Requests (ARs) may also be required.

Excellent communication skills are required for interactions with cross-functional leadership and members of the AMR finance team. Hands on development of program analysts and mentoring across the Finance team will be a key requirement of the role.
This role is essential for establishing transparent finance processes and decision making tools to assist leadership in the growth of this business. Responsibilities include Earned Value Management Systems (EVMS) implementation, variance analysis, and program data reviewing and reporting, assisting the capture leads with new business initiatives and Estimate-at-Completion (EAC) development. Individual shall also be responsible for providing internal financial planning (e.g., bookings, sales, profit and cash forecasting and analysis) and billings support. In addition, this position is responsible for actively identifying risks that affect cost and/or schedule and providing proactive financial analysis. Another significant aspect of the role will be assisting in proposal activity, gate packages, & negotiations.

Required Skills:
  • 8+ years related work experience
  • Proficient financial acumen blended with business partnership and leadership
  • Experience analyzing data and information necessary to ensure program performance to plan and to ensure that problem areas are identified and corrective action is taken
  • Experience interfacing and conducting business with various functional disciplines (Contracts, Operations, Engineering, etc).
  • Utilize good leadership and organizational skills in directing and motivating personnel toward common finance and people goals by setting priorities, working within deadlines, and drive change within program area.
  • Leadership skills with the ability to attract, retain, and develop exceptional talent.
  • Ability to manage multiple priorities and influence in a matrix organization
  • Excellent written and verbal communication skills
Desired Skills:
  • Minimum of 8 years financial management experience in most financial disciplines including EAC, EV, & expense management; financial forecasting; operations finance; strategic planning; and new business proposal development
  • Defense industry experience with knowledge of both government accounting techniques and Sarbanes-Oxley compliance processes.
  • Experience in preparing and reviewing Estimates at Completion (EACs)
  • Knowledge of Earned Value Management System (EVMS) & Experience with and knowledge of APEX EV and PRISM EV
  • Experience in development / strategic program new business capture.
  • Experience with new contract set-up & Business Process Management

Required Education (including Major):
  • Bachelor’s degree in Finance, Accounting, or related discipline

  • This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization
