Job Description


The Joint Polar Satellite System (JPSS) Common Ground System (CGS) Program Manager reports to the Civil Space and Weather (CSW) Program Area Director for the Raytheon IIS C2, Space and Intelligence (CSI) Mission Area. The $1.9B RTN Prime JPSS CGS program provides a worldwide command, control and data processing system that acquires and processes several TB of weather and climatological data daily for NOAA and the National Weather Service. Developed for NASA, JPSS supports the latest generation of polar-orbiting, environmental satellites from NASA, NOAA, USAF, Japanese and the European Meteorological Agency and processes the data through five different ground stations before delivering it to customers around the globe.
Raytheon software and hardware systems development is under way in Riverdale, MD to add ground upgrades in support of the upcoming JPSS-2 satellite as well as new features and antennas for the next generation of European and Air Force Defense Weather satellites. The JPSS CGS PM is responsible for managing the continued modernization through sustainment of the JPSS CGS at the operational Mission Ops Center in Suitland, MD and a backup site in Fairmont, WV. The PM is also responsible for ensuring completion the new mission development by 2020 in support of the upcoming NOAA and EUMETSAT satellite launches in 2021.
The JPSS CGS PM is the RTN internal and external communication focal point regarding program execution, accomplishments and challenges. The PM will work closely with the diverse customer community continually refining program technical objectives, schedule and risk positions based on requirements and operations objectives. Internally, the PM must provide strategic direction to IPT leads as well as tactical assistance in identifying and mitigating daily obstacles. The PM will also be expected to support growth activities for follow-on work, as well as establish future investment strategies. As a key member of the Sub-Mission Area Leadership team, the JPSS CGS PM will help shape and achieve NWS Weather Portfolio objectives surrounding future growth, engineering and financial goals.

Required Skills
  • At least 14 years of progressively responsible program management and leadership experience
  • Demonstrated experience managing large and complex Aerospace ground system programs
  • Demonstrated success quickly forging productive customer relationships
  • Raytheon Program Management level 3 certification or PMI PMP equivalent and commensurate experience with business and project management tools and procedures (e.g. IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EACs)
  • Demonstrated experience executing and meeting development program timelines and deliverable milestones to achieve contract commitments
  • Demonstrated excellent oral and written communication skills to include the ability to interact effectively with customers and Raytheon personnel at all levels of the organization including senior executives

Desired Skills:
  • Program management experience partnering with the NASA and/or NOAA Customers
  • Track record of strategic thinking and business development activity
  • Demonstrated experience partnering across multi-business units
  • Capture Manager Certification and business development experience
  • Experience managing large, geographically diverse team

Required Education:

B.S./B.A. degree in Engineering, Science or Math - Masters degree desired
