Job Summary:

Seapower Capability Systems (SCS) is seeking a highly motivated Program Manager (PM) to lead Fleet Support for Naval Radar Systems (NRS). The AEGIS Fleet Support PM will be responsible for fleet modernization, technology insertion and in-service radar support/field support. The person selected will lead domestic and internationally delivered SPY1 and MK99 Fire Control Systems (FCS). The PM has P&L responsibility and will ensure successful programmatic execution to meet company financials and business objectives.

This job can be based in Marlborough, MA or Chesapeake, VA.

  • Develops customer relationships with multiple Navy organizations and partners.
  • Support Fleet Modernization efforts through ORDALT installations and international pursuits
  • Leads Technology Insertion, working with Engineering to determine appropriate fleet deployment
  • Manages In-Service Radar Support/Field Support. Establishes shipyard presence, and provides production reach-back support for fleet emergencies.
  • Captures contract funding and develops a program structure to provide quick resolution of US and International fleet issues.
  • Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customer’s needs, schedule and financials as defined within the contract.
  • Identifies, actively manages and escalates the program risks and opportunities, in accordance with specific financial goals and obligations.
  • Uses approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of Raytheon’s contractual commitments.
  • Preparation and presentation at weekly, biweekly, monthly and quarterly reviews with Naval Radar Systems, Seapower Leadership and the Navy Customer.
  • Contract proposal development and negotiations.
  • Management of internal organizational transfers (IOTs).
  • Provide leadership to multi-functional teams and key partners.
  • Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results.
  • Often requires the ability to influence others outside of own job area and senior leadership.
  • Responsible for growing the program and its product(s) by working with the customer to identify and fund further fleet modernization enhancements, reestablishing a shipyard presence to support new construction ships both domestic and international, establishing a training program at the AEGIS Test Readiness Center (ATRC), and improving fleet technical documentation/readiness.

Required Skills:
  • 10+ years related work experience
  • 2+ years in program management, project management or IPT leadership
  • Experience preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements and Raytheon company standards
  • Experience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets
  • Ability to prepare and manage all required product lifecycle artifacts and reviews
  • Experience in the Contracting process
  • Experience with Risk & Opportunity Management, Cost & Schedule Management, and Earned Value Management
  • Demonstrated experience working with military or government customer
  • Experience with Six Sigma or formal Process Improvement Techniques

  • MS in STEM
  • Experience working with Navy Customers
  • Experience with Aegis Combat System
  • Demonstrated technical knowledge of radar systems
  • Demonstrated experience managing fleet/depot support
  • Demonstrated experience supporting modernization efforts
  • Demonstrated knowledge of Department of Defense (DoD) acquisition processes
  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA)
  • Experience managing internal organizational transfers (IOTs)
  • Level 4 Program Management Certification, or ability to obtain within 6 months
  • Experience working across Raytheon businesses
  • Prior P&L ownership
  • Earned Value Management certification
  • Capture management and proposal execution experience and certification
  • Strong inter-personal skills for teamwork and customer relationships
  • Experience interfacing with senior leadership
  • Ability to travel 20% of the time

Required Education:
BS in STEM or equivalent experience
