Job Description

Raytheon Missile Systems Land Warfare Systems product line is seeking a Sr. Program Director for the Close Combat Systems Directorate. This role will be located in Tucson, AZ, will report directly to the Land Warfare Vice President, and be responsible for leading the Close Combat Systems, a large portfolio team of Program Office, TOW, Javelin Programs, Engineering and other functional support within a matrixed organization. It is currently fielded with the U.S. Army and U.S. Marine Corps, but it has also been approved for foreign military sales to 17 nations. This position requires strong proficiency in leading large programs to include driving downward communication of top-level project goals/objectives/decisions and upward communication of program performance to senior management. This role will partner with senior leadership for the development / production of programs and directorate strategies, growth, and program execution plans.

This position owns the day-to-day execution of CCS within the LWS Product Line. This directorate / product line executes business across all phases of the product life cycle to include marketing to international customers, the development of the new or upgraded products, the production and delivery of the current units and missile configurations, and the sustainment of our current products through the Life Cycle Contractor Support (LCCS) program. The Sr. Program Director is responsible for the delivery of LWS products to the US government, potential business partners, and international countries. This position has the responsibility of managing all direct and matrixed program personnel, and support of the LWS Product Line and RMS Business Unit objectives.

This position will also have oversight over the Javelin Joint Venture as part of Raytheon Missiles Systems (RMS) organizational structure. The candidate must demonstrate the ability to not only lead large programs, but to also understand the complexity of a joint venture, manage the scope of the role, and lead cross departmental teams over multiple US locations.

The Sr. Program Director will lead a multi-faceted organization: program management office, engineering, other matrixed organizations, and joint venture. Additionally, this role will have two direct reports and lead both the TOW and Javelin Directors. This complex strategy must have a leader able to provide leadership including downward communication of top level project goals/objectives/decisions and upward communication of program performance to senior management. This role will lead strategy of program, growth, program execution, risk mitigation plans, along with capturing future program opportunities. In addition, be proficiency in understanding a complex customer base, support multiple site locations, and have sufficient international acumen to work with a foreign customer base.

Developing program for critical major development component or production or logistics program for large subsystem or small total system. Requiring knowledge of coordinating new program plans or delivery methods with little precedence for coordination across distinctive products.

CCS serves multiple customers and required managing multiple subcontractors with teams crossing several companies. May include sharing responsibility as the prime contractor in a joint venture relationship. New technologies requiring coordination of application across program requirements. Develops solutions to complex problems. Supports and drives the products or components to next financial level, causing positive impact to program. Supporting and driving to meet AOP.

Strong leadership presence. Ability to make strong relationships and build new relationships internally and externally. Demonstrated skill in program execution by leading.

  • 16 years’ experience; preferably with significant program management and/or related experience
  • Large program management experience (managed large program staff), preferably $400 million in sales or greater, managing program staffing, assignments and resources
  • Ability to obtain Secret Clearance. Existing Secret Clearance preferred
  • Experience working DoD and international programs (Large/complex programs preferred).
  • Ability to travel frequently both domestically and internationally

Desired Skills:
  • Demonstrated understanding of full Software Development Life Cycle (SDLC) as it relates to program execution experience
  • Demonstrated experience managing defense programs
  • Demonstrated experience managing program staffing, assignments and resources
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Strong proficiency in developing and presenting Strategic Plans, AOP, Technology Roadmaps, and planning to senior management, and responsibility for executing approved plans
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Ability to mentor early career team members
  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results
  • Active DoD TS clearance with SSBI within last 5 years and have the ability to obtain additional security clearances is required for position
  • Ability to manage contracts and program execution through program leaders
  • Program Certification Level 3 with ability to obtain Program Certification 2 within one year
  • Project Management Professional Certification (PMP) • Working knowledge of US and international requirements and acquisition processes • EVMS Certified • International program experience
