Job Description:
Senior Subcontracts Specialist is responsible for the development and management of complex, multi-year service subcontracts requiring ongoing oversight and administration of specifications, statements of work and terms and conditions. The successful candidate must be able to identify and qualify supply source selection, prepare bid packages, analyze and evaluate proposals, perform Price/Cost Analysis, negotiate subcontract pricing & provisions, perform supplier assessments and source selection, prepare/issue Subcontracts and Summaries of Award (SOAs), identify and manage supplier risks and administer resulting subcontracts. In addition the successful candidate must have experience managing a variety of subcontract types (CP, T&M, FFP, FFP LOE) and experience negotiating and incorporating subcontract modifications.

In addition to Subcontracts, the Senior Subcontract Specialist may be required to work routine procurements in support of the JMRC-RMS contract. This role may be the only supply chain professional on site and will represent supply chain in senior level meetings and presentations.

This role will interface heavily with subcontractors’ cross-functional teams and their lower tier suppliers to ensure subcontractors provide timely support at or below program budget. The Subcontract Specialist is an integral member of the internal Subcontracts Management Team (SMT) supporting and collaborating with Program Management, Engineering, Operations, Finance, Quality and Integrated Program Team leads. Job duties must be performed in compliance with Public Law (FAR/DFAR) as well as Raytheon company business policies and procedures.

Required Skills:
  • 4 years of related experience in complex subcontracts
  • Experience with DOD subcontracts
  • Thorough knowledge and experience with Government regulations and Public Laws
  • Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members
  • Advanced organizational skills and discipline with a demonstrated ability to meet objectives with little oversight
  • Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors
  • Ability to simultaneously manage multiple subcontracts and priorities
  • Problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
  • Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others
  • Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others
  • Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of SOW requirements and subcontractor work outputs (including cost and schedule)
  • Strong negotiation and interpersonal skill

Require Education:
Bachelor degree in Supply Chain, Engineering, Business or related field. Experience may be considered in lieu of education.

Desired Skills:
  • Fluent in German (Written and Verbal)
  • Familiarity with German Labor Laws
  • Military background or exposure to military training programs
