Job Description:

Raytheon Intelligence, Information and Services is seeking a proven leader for a position as the Senior Program Manager (PM) for the Cobra Dane program. The PM shall acquire, train, and maintain a sufficient number of qualified and experienced personnel to meet performance objectives. The PM oversees training and management plans that address responses to continued operations in case of non-catastrophic events and work stoppages. The plan includes information such as contingency plans, security plans, organizational layout, source personnel, their qualifications, and shift length. The PM needs to be a strategic thinker with the experience to implement management and control procedures that afford early recognition of problem areas and expeditious reporting of problems. The PM supports Government conferences, meetings and reviews, as well as conducts on-site briefings, tours and familiarization visits as required. The PM must develop and maintain an integrated teaming approach with all Cobra Dane associate contractors and government agencies. The PM shall interface and coordinate all activities with government and supporting contractor agencies. The PM is responsible for the overall Cobra Dane program and is the single point-of-contact for all management issues. This position uses established technologies that require the application of advanced principles, theories, concepts, and techniques to provide solutions to a variety of technical problems and requires coordination of technologies across program requirements.
This position is responsible to lead a team of engineers and technicians in performing Radar Operations, Maintenance and Support (OM&S) and Depot and Sustainment (D&S) as well as associated development Task Orders and Delivery Orders relative to the COBRA DANE AN/FPS-108 radar. The PM provides oversight to teams including the Program Management Office personnel in Colorado Springs and Cobra Dane Radar Facility team in Eareckson Air Station, Shemya Island, AK. This position is located in Colorado Springs, CO, and requires travel to the Cobra Dane radar, Depot, subcontractor and customer sites.

Required Knowledge, Skills and Experience:

·Leadership role experience with responsibility for technical execution of radar-centric activities involving Modernization, Operations, Maintenance and Sustainment.

·Existing DOD security investigation that supports an immediate Secret clearance.

·At least 12 years of leadership experience involving IPTs, Project leadership, and Program Management.

·Professional oral and written communication skills. Must be comfortable giving technical briefings to senior Raytheon and DOD personnel.

·Teambuilding success working across all functional stakeholders.

·In-depth knowledge of contracts and subcontracts management.

·Customer relations experience with the Government and other agencies and contractors that support USAF radar operations and maintenance programs.

·Background in program finance including certification and experience with EVMS.

·Background in implementing EXIM requirements.

·Experience leading and managing diverse teams of personnel located at remote sites.

·Proven success in improving CPARS, award fees, and contract growth.

·Proven success in program management of programs of $65M or greater in revenue.

·Six Sigma Specialist qualification

·Capture, Proposal and Independent Review experience

·Experience as an IPT Lead

·EVMS level II certification

·Military experience

·Master's degree

Required Education

Bachelor’s degree in Engineering, Science or Mathematics
