Job Description

Within the Raytheon Intelligence, Information and Services (IIS) business unit, the Navigation and Modernization Systems (NMS) ContractsTeamis seeking a Senior Contracts Negotiator tosupport multiple U.S. Government customers within our Sea and Logistics Solutions (SLS) sub-mission area. The portfolio is managed out of our Albany, Georgia office and includes existing prime and subtier contracts supporting Marine Corps Logistics Command, U.S. Army Security Assistance Command and U.S. Army Logistics Readiness, as well as related pursuits.

The successful candidate will be responsible for management of IDIQ contracts/task orders, analyzing terms and conditions, processing change order requests and performing Contract Risk Analysis covering any significant or unusual financial, technical or schedule risks. The Senior Contracts Negotiator will serve as the single point of contact with the customer and with Raytheon functional leads for all contractual matters. Candidate must be able to readily adapt in a challenging, fast-paced environment dealing with complex contracting matters. Candidate must have the ability to work independently with minimal oversight, be able to research compliance issues, interpret regulations, and formulate recommendations.

This assignment requires an ability to develop and maintain trusting relationships with external and internal customers. This position will be a key customer interface for contractual matters and will be responsible for establishing and maintaining trust and cooperation with current and potential customers. Daily customer phone and in-person communication is vital. Managing over and above proposals and approvals alongside the customer is a significant daily responsibility.

The individual in this role will be responsible for analyzing Requests for Proposals and leading contract negotiations. This position will also be responsible for analyzing other business agreements and contracts with the U.S. Government and commercial companies. Additionally, responsibilities will include working closely with Program Managers and other program functions to construct, submit and negotiate pricing proposals, providing support to senior management regarding contractual and business issues, ensuring that negotiated terms and conditions comply with company policies, and advising management of contractual rights and obligations and mitigation of contractual/program risks.Periodic domestic travel will be required.

Responsibilities and Required Skills

  • Six or more years of experience in the fields of Contract Management, Negotiations, Program Management, Law or related fields
  • Strong knowledge of FAR, DFARS, TINA, ITAR and/or equivalent government regulations
  • Experience in generating and negotiating complex proposals/contracts with a proficient understanding of terms and conditions
  • Proficient in Microsoft Office┬« suite (primarily Word, PowerPoint, and Excel)
  • Proven ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectives
  • Provide support to front-end strategic assessment of business pursuits, including negotiation strategy
  • Act as the primary focal point for customer interface with Company during all phases of contract performance
  • Ability to lead formal contract reviews and support program reviews with leadership and customer
  • Excellent and effective written & verbal communication skills (formal, professional correspondence to customers) with strong analytical skills and interpersonal skills
  • Ability to lead and work within a team and to foster teamwork and trust
  • Capable of multi-tasking and handling several assignments
  • Proven record of responsiveness with strong time management and organization skills
  • Ability to research compliance issues, applicable regulations and laws, and formulate recommendations to management
  • Ability to work in a fast-paced environment independently and with minimal oversight
  • Proficiency supporting a variety of contract types, including IDIQ, firm fixed price and cost types
  • Demonstrated ability to develop and maintain high-performance relationships with internal and external stakeholders and customers
  • Demonstrated effectiveness in negotiations
  • An organized and systematic approach to task management that enables timely closure of actions

Desired Skills
  • Familiarity with Raytheon policies and procedures
  • Knowledge of program management principles that contribute to the success of a program team

Required Education (including Major)

BA/BS in Business, Management, Business Law, Finance, Contracts, Legal Studies, or related discipline or equivalent combination of education and experience (Bachelor's Degree = 8 years of additional applicable experience).

JD or MBA a plus

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
