General Description:

The Offset Ventures Director in REL invests in and develops greenfield/brownfield technology-based growth platforms based primarily on Raytheon’s core capabilities. The Director is responsible for REL Offset venture efforts and works closely with Technology and Business leaders within REL and the enterprise to evolve strategy for Offset fulfillment and related investment. The team works with numerous internal and external stakeholders to identify transformative businesses and technology opportunities that would qualify for Offset investment. Post investing, the team seeks to leverage the strategic value of the portfolio company to further Raytheon’s growth and Offset fulfillment strategy.

Job Description:

Raytheon Emirates is seeking an experienced Offset professional with an entrepreneurial mindset to assume the Director role for the regional Offset organization in the Middle East, managing the growing portfolio of Offset commitments and related investment opportunities. These Offset investments include Joint Ventures, potential venture capital funds, start-up companies and other pertinent structured relationships. The position will be based in the Raytheon offices in Abu Dhabi, UAE. Travel up to 25% of the time, including on short notice. This position serves as the principal Offset lead developing and overseeing strategic project development and performance of the REL regional Offset commitments by regularly monitoring and tracking metrics in terms of credit, venture and overall financial performance. Several key duties are described below.
Portfolio Management:
  • Develop the overarching Offset country strategy for IDS for key Middle Eastern Countries (UAE, KSA, Kuwait, Oman). Lead the development, analysis and review of all concepts and potential investments, portfolio performance, and set metrics and benchmarks appropriate for performance.
  • Identify portfolio opportunities that are of strategic value to the business and ensure successful review and engagement. Support, track and review deals flow for Offset investments.
  • Take the lead in assessing how new ventures may fit within the portfolio and help to define a post-investment strategy.
  • Work with team to develop Offset investment strategies consistent with REL’ Long Range Plan (LRP) and strategic Offset business goals.
  • Collaborate with Offsets REL CFO and other key financial stakeholders, evaluate and recommend financial models and investment structuring for consideration; lead financial diligence and review of new opportunities, and ensure engagement on all financials with Offset Managers to ensure full compliance in keeping with best practices.
Project Pipeline Management:
  • Provide strategic thought leadership to develop innovative Offset and business solutions, which result in achieving program objectives.
  • Support the development of a project pipeline and portfolio strategy by regular monitoring of existing Offset investments for strategic value, business and financial performance.
  • Identify and anticipate key issues arising within the project portfolio (e.g. capital needs, technology development, IP, etc.). Work with Offsets Finance leader to manage key financial issues across RTN and portfolio companies.
  • Successfully network within the enterprise to understand, track and manage investments for their strategic value to RTN.
Additional Responsibilities include:
  • Establish and maintain strategic relationships with industrial base, government and Offset authorities in assigned countries.
  • Maintains connections with key stakeholders within RTN and pertinent networks within Offset customer countries.
Requirements and Qualifications:
  • A minimum of 10 years business experience with 5+ years of Middle East experience in Offset Program Management, working with emerging technology and startups.
  • At least 3 years experience leading the creation, planning, preparation and negotiation of intellectual property licensing agreements with international parties
  • Demonstrated understanding of underlying program technologies and technology transfer
  • Demonstrated ability to develop effective relationships with international customers.
  • Ability to develop and leverage internal and external global Offset relationships and networks.
  • Self-motivated with high initiative and entrepreneurial mindset, ability to adapt to different situations, identify new opportunities and manage changing priorities.
  • Exceptional professionalism and demeanor so as to represent the REL Offset Ventures Team.
  • Demonstrated in-depth knowledge of greenfield/brownfield, direct/semi-direct and indirect project development.
  • Extensive negotiations experience and demonstrated ability of cross-functional leadership within a geographically dispersed team.
  • Experience with Direct Commercial sale (DCS) and Foreign Military Sales (FMS) contracting
  • BA/BS Business and/or Technical degree

Desired Qualifications
  • MBA or Master’s Degree; Business and/or Technical.
  • Prior international P&L and Offset program management experience.
  • Understanding of the ITAR.
  • General Offset project development, start-up/execution experience and cultural awareness of the Middle East, including familiarity with regional Offset objectives.
