Job Description

Raytheon Global Business Services has an excellent opportunity within their Estimating and Pricing organization for a Principal Proposal Analyst. This is a high visibility position which will require extensive contact with all proposal team members, subcontractors, customers and Raytheon IIS Senior Management. The management of this activity, in concert with the other proposal volume leaders is key to winning new business by meeting strategy, schedule, and compliance requirements. This position will lead and manage Cost Volume efforts for any/all of the Raytheon IIS Mission Areas’ business pursuits


Job Description:

Duties Include but are not limited to:

  • Extensive contact with all proposal team members, subcontractors, customers and IIS Management in concert with the other proposal volume leaders is key to winning new business by meeting strategy, schedule, and compliance requirements
  • Develops cost/price strategy and forms/leads proposal cost team to prepare a winning Cost Volume
  • Manages all cost volume activities, compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
  • Researches and analyzes historical data, develops cost models to support proposal efforts, coordinates activities and participates in fact-finding meetings
  • Participates in pricing reviews with management and customer representatives
  • Flexible work arrangements are available

Required Skills:
  • The ability to obtain a TS/SCI clearance is a condition of this position
  • Experience leading US Government price proposals in excess of $50 million
  • Excellent written and oral communication skills
  • Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
  • Experience in proposing to different contract types (FFP, FPIF, CPFF, CPIF, CPAF, T&M)
  • Ability to work both independently and as an integral team member within a dynamic work environment
  • Travel may be required to customer or other Raytheon facilities on an 'as required' basis. (Travel can vary based upon proposal location, possibly up to 20%)
  • Strong working knowledge and the ability to use MS Office software ( Excel, Word and PowerPoint)
Desired Skills:
  • Advanced Microsoft Excel skills
  • Knowledge of International Pursuit pricing issues.
  • Knowledge of the Service Contract Act and it application in proposals
Required Experience and Education:
  • Bachelors’ degree in Accounting, Business Management, Finance, Economics, Marketing or related field and 6 years of applicable experience

• This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
