Job Description

Raytheon Space and Airborne Systems (SAS) is looking for an experienced Subcontract Manager to join its team. As the Subcontracts Manager, this person will mainly support multiple programs within the Intelligence, Surveillance and Reconnaissance Systems (ISRS) mission area with potential for growth in supporting the other SAS Mission Areas (Integrated Communication Systems (ICS), Electronic Warfare (EW), and Secure Sensor Solutions (SSS). Responsibilities include, but are not limited to:
  • Oversee the planning, release, and management of all aspects of a subcontract
  • Manage subcontracts through the monitoring and reporting of cost, schedule and status of subcontractors and ensuring they meet all contractual requirements
  • Executes to customer requirements including government regulations (FAR/DFAR), public law and Raytheon policies and procedures
  • Works closely with Material Program Managers, Program Office, Mission Assurance and Engineering to assist with defining and implementing procurement strategies and subcontract Statements of Work
  • Developing and managing both tactical and strategic relationships with subcontractors
  • Generate and negotiate Long Term Agreements (Pricing, Strategic, Teaming, etc.)
  • Develops proposal solicitations from prospective subcontractors and employs value analysis techniques to analyze cost/price, technical capability and financial viability, conducting investigations to ensure the supplier’s ability to perform within the cost and schedule parameters
  • Identify Supplier Risk and Opportunities to achieve Program objectives
  • Represent Supply Chain at various levels on functional and cross-functional teams to drive business success
U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Required Skills:
  • Minimum 8 years of progressive, relevant experience in supply chain, preferably subcontracts
  • Experience in negotiating Terms and Conditions, Firm Fixed Price and/or Cost Type Subcontracts
  • Experience developing and delivering presentations (verbal and/or written) to key stakeholders
  • Demonstrated experience in managing suppliers or projects
  • Experience with import/export regulations (ITAR/EAR)
  • Ability to work independently with minimal oversight
  • Experience using Material Resource Planning tools such as SAP/PRISM or similar
  • Experience working with the Federal Acquisition Regulations (FAR and DFARS)

Desired Skills:
  • Prior experience with multiple subcontract types including but not limited to Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), etc.
  • Prior experience working in the Aerospace and Defense industry
  • Thorough working knowledge of the Federal Acquisition Regulation (FAR and DFAR)
  • Experience with executing high dollar procurements requiring Price and/or Cost Analysis
  • Demonstrated experience leading executive and program level supplier reviews
  • Strong analytical skills and organizational capabilities; detail oriented; capable of working in an autonomous environment; as well as in collaborative groups
  • Ability to grasp / understand technical concepts / applications
  • Raytheon Subcontracts, MPM, and/or EVM Certifications or similar
  • NCMA Certification

Required Education:
  • Bachelor’s Degree required (B.S. or B.A.) in Business, Engineering, or related field.

Desired Education:
  • Master’s Degree in Business, Engineering, or related field
