Job Description

The Manager II - Program Operations Manager position will support the Next Generation Jammer (NGJ) Program in pursuing new business, proposals, contract negotiations and also defining, planning, integrating, implementing and maintaining all required production processes and associated tasks across all company and major supplier facilities to successfully execute all hardware build requirements upon contract award. This position is Operations proposal lead, support site factories with bids/proposals and required to be involved in the whole proposal and bidding cycle to generate highest quality and compliant Ops bids. This position ensures collaboration among factories, functional organizations and across enterprise to drive producibility, affordability and submit compliant BOEs/bids on time.

This position also ensures that site factories, functional Operations organizations are adequately executing efforts to meet Program build readiness, hardware deliverable and sustainment requirements upon contract award. Responsible and accountable to ensure Operations meets all program cost, quality, schedule and performance objectives, and ensures the program is compliant with Operations' policies, procedures, practices, processes and are supportive of factory needs.

This position will require daily interface with IPTLs/Program Management to communicate Ops status, issues, and opportunities. Program Operations will be the "focal point" for all project related manufacturing issues, pro-actively critique design performance and be a catalyst for corrective actions, adhere to IPDS and Gating requirements, ensure risk / opportunities management plans are comprehensive and executed to meet program commitments, develop and maintain Manufacturing plans, support waste, rework, and cycle-time reduction initiatives, interface with functions and support groups to "make" scheduled events happen on-time by removing obstacles and roadblocks. Establish and ensure execution of the Operations plan (cost, quality & schedule) to meet program requirements for the entire product life cycle.

Required Skills:
  • A minimum of 8 years work experience in Operations, Engineering, Supply Chain, or Program Management
  • Proposal support experience
  • Ability to adeptly use influence without authority in a matrix organizational structure
  • Risk and Opportunity management skills
  • Excellent oral and written communications skills, team building, change management and team leadership experience and able to work with minimum direct supervision
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • U.S. Citizenship status is required as this position needs an Interim U.S. Security Clearance as of Day One of Employment
Desired Skills:
  • Active Secret Clearance
  • CAM (Control Account Manager) experience and/or EVMS Certification
  • Factory experience
  • Project Management Skills
  • Transition to production experience
  • Experience with manufacturing MRP system (PRISM), CMES, VM, Kinaxis or similar material requirements software
  • Experience working directly with customers, especially government customers
Required Education:
  • Bachelor's Degree (BS) in STEM related discipline or a related field
Desired Education:
  • Master’s Degree in STEM related discipline or Master’s in Business Administration
